This position is responsible for advising The Public Service Commission on developing, evolving, and current public utility issues that pertain to the public utilities regulated by The Public Service Commission. This position will also advise Commissioners on accounting/auditing issues as well as analyzing accounting/auditing issues. The position should have the ability to discuss accounting/auditing issues of cases with the Commissioners. Additionally, the position requires written and oral reports and assisting in the development and review of policies, procedures and guidelines.
MINIMUM AND ADDITIONAL REQUIREMENTS: A bachelor’s degree with accounting courses and professional experience in a related area such as accounting, auditing, banking or finance, with a minimum of 30 hours of accounting and 5 years of professional experience in public utility regulation or rate making, and a master’s degree. Certified Public Accountant in good standing. Knowledge of current Accounting Principles (FASB) and Auditing Standards (GAAS) and experience with using the FERC, FCC, and/or NARUC Chart of Accounts. Ability to analyze and interpret complex accounting, auditing, and financial data and ability to conduct comprehensive analyses of rate case and other accounting and financial matters. Must have strong leadership abilities and conflict resolution skills. Considerable knowledge of public utility regulatory processes and issues. Must have the ability to communicate effectively. Must be an effective team member. A valid SC Motor Vehicle driver’s license and computer program experience in Microsoft Windows, including advanced proficiency in Excel, and Office products.
PREFERRED QUALIFICATIONS: Prefer a licensed Certified Public Accountant in good standing that has also earned the Certified Internal Auditor credential in good standing.
