Purpose: Implements financial and administrative systems that ensure the organization’s fiscal, legal, and compliance accountability.
Description: The Senior Accountant and Compliance Manager ensures accurate and timely submission of financial statements and compliance with funder contract requirements. This position works closely with the Deputy Director of Finance and Administration to ensure accounting records are reconciled in accordance with GAAP and organizational standards. The Senior Account and Compliance Manager maintains up to date understanding of contract administrative requirements and regulations.
Duties and Responsibilities:
Ensure all tasks on the Periodic Closing Checklist are completed timely and accurately, and ensure accounting records are reconciled and complete, including preparing monthly close entries.
Produce and analyze management financial reports and prepare explanatory notes as necessary, including but not limited to:
Statement of Activities (Income Statement)
Statement of Financial Position (Balance Sheet)
Cash Flow Statement
Budget v. Actual Variance Report
Contract spending reports
Produce invoices, grant vouchers and funder financial reporting. Coordinate with the Development and Conference departments to ensure payments are processed and reconciled appropriately.
Assist Deputy Director of Administration and Finance (DDAF) with the preparation of the annual budget and projections/forecasts where applicable.
Develop budgets and budget modifications for funder contracts ensuring they meet funder and organizational requirements, and ensure these are entered into FundEZ. Review monthly contract spending reports and staff allocation worksheets with program managers and the Executive team.
Assist in the preparation of Board packages for the Finance Committee and Board meetings.
Lead audit preparation, creating a complete package for the auditors. This requires meeting all requirements of the auditors’ request list, preparing the package in accordance with auditor’s timeline, and preparing financial statements and footnotes.
Assist DDAF in the review of the 990 and prepare the necessary 990 schedules.
Ensure compliance with any tax and benefit-related regulations and resolve tax/benefit-related issues (e.g. 1099, work comp audit, Form 5500, etc.).
Assist with the implementation and development of standard accounting policies and procedures in accordance with relevant regulations and standards.
Recognize and communicate to DDAF internal control weaknesses/opportunities and/or where policies and procedures need to be modified. Follow through to successful solution.
Track contract expenditures to ensure compliance with budget parameters.
Establish and maintain systems that clearly identify internal roles and responsibilities for each contract, gather all information to meet contract conditions, and ensure timely and accurate flow of information.
Assist executive team with contract negotiations, review of contracts, and contract reporting/analysis.
Ensure all contract information is accurate, appropriately filed, current, and available to all who use it.
Ensure all financial and administrative documentation and requirements are properly completed at the close out of contracts.
Respond to contractor inquiries and advise executive team on appropriate steps to achieve compliance and agreed standards.
Regularly update Deputy Director of Finance and Administration to ensure all issues of non-compliance are raised with relevant members of management team.
Qualifications and Requirements:
Bachelor’s degree in accounting or equivalent experience, CPA preferred
3-5 years of experience in a management level accounting position
Extremely organized and detail-oriented, with the ability and willingness to be hands-on and solve problems as they arise.
A self-motivated team-player with strong common sense and solid interpersonal and communication skills.
Strong computer skills, must be proficient with Excel and accounting systems (ideally Fund EZ)
Telecommuting is allowed.
