The department's endorsed 2019 annual operating budget is over $160 million and capital budget is over $80 million. This budget is appropriated in multiple funds, including restricted funds and will be expended in hundreds of operating and capital projects. SPR is seeking an accounting professional who will ensure Accounts Receivable (A/R) transactions adhere to Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) and city policies. The most successful candidate will have strong, proven leadership skills. This position reports directly the Accounting Manager.
This position will work with three Accounts Receivable team members, in a matrix reporting role, and work to continuously improve effectiveness and efficiency of the team and business processes.
This position works directly with operating staff at all levels in the organization as well as with outside customers or agencies.
Other duties include:
Successfully manage A/R including applying payments, issuing invoices and managing collections.
Monitor A/R aging reports.
Monitor NSF and other bad debts quarterly write-off and annual unclaimed properties. Develop and maintain internal control and policies and procedures to guide the work of the revenue operations, including creation of desk manuals in accordance with best practices.
Monitor the accounts receivable month-end and year-end process to ensure all revenues and deposits are processed in the correct accounting period and meet the City's deadline for year-end closing.
Perform a wide variety of complex accounting and revenue analyses to assist management in effectively analyzing, budgeting and tracking costs within established guidelines.
Assist in management of federal and state audits as they relate to revenues and other related topics.
Respond to frequent information requests from managers, internal customers, auditors, and other requestors.
Bachelor's degree in Accounting, Business Administration or related field (requires satisfactory completion of at least 24 semester hours or 36 quarter credit units in accounting with no substitution allowed) and/or professional certification as a CPA, plus four years professional experience in accounting, auditing, financial analysis, or related work with one year experience equivalent to a Senior Accountant (or a combination of education and/or training and/or experience which provides an equivalent background).
Two or more years of supervisory experience
Proficient in Microsoft Excel and Word.
5+ years' experience in Accounts Receivable or possess transferable skills.
Extensive knowledge of an enterprise financial system.
Ability to work under pressure, multi-task, change priorities and meet rapidly changing deadlines in a fast-paced technical environment.
At least one year of experience in a management, supervisory or leadership capacity. Ability to quickly analyze complex problems and develop solutions. Ability to use sound judgment.
