The Palm Beach County Board of County Commissioners (PBC BCC) invites applications for Deputy Director, Finance and Administration (F&A), Department of Airports. In this highly responsible role, you will assist and advise the Director of Airports in the planning, directing, and decision-making functions of the County’s Airport system, especially in the areas of finance, budget, accounting, and internal controls. Supervises professional and support staff in all financial areas to ensure complete accounting and proper financial controls over the Department’s operations. Work is performed under an administrative superior and is reviewed through conferences, written reports and observation of results obtained.
Responsibilities will include:
Prepares financial statements, annually and quarterly. Manages the content and completion of the Department's annual financial report including composing integral components of the report, managing the work of staff to complete schedules and supporting data, and coordination with external auditor.
Manages annual rate setting calculations for airlines at Palm Beach International Airport; primary contact with airline properties representatives to disseminate rate information to air carriers; manages other rates.
Prepares/oversees preparation of annual operating, capital, and debt service budget. Oversees and prepares performance indicators; prepares budget amendments/transfers.
Manages grant accounting and compliance, fixed asset accounting and control, and inventory accounting and inventory controls.
Ensures the Department complies with applicable bond covenant requirements; supervises required debt service payments; makes annual presentations to bond rating agencies regarding the Department's financial position.
Supervises billing operations of the Department and manages collections in accordance with policy and contractual requirements. Ensures timely bank deposit operations.
Oversees the Department's automated billing and properties management software including procurement, software upgrade management, and system enhancements.
Prepares monthly passenger reports and ad hoc financial reports as needed; oversees/prepares the reporting of airport statistics both internally and externally on a monthly basis.
Oversees internal and managerial audits.
Provides managerial oversight to public parking financial operation including revenue control and monitoring, internal controls, SunPass and credit card systems, parking incentive programs, and customer service issues.
Participates in drafting and review of lease, concession, and service agreements related to financial, internal control, and compliance sections.
Our airport system: Palm Beach County operates a system of four airports. Palm Beach International Airport (PBI) serves both air carriers and general aviation aircraft. Annually, PBI handles approximately 55,000 aircraft operations and 6.5 million passengers. PBI is multi-level terminal facility with 657,000 square feet, encompassing three concourse with 28 passenger holdrooms/gates, in-line baggage handling system, and Federal Inspection Station facilities. The airfield consists of three runways including a 10,000 ft. primary runway. PBI also has on site: 10,000 public parking spaces, including multi-level garages and surface lots, 24 hour FAA control tower, U.S. Customs & Immigration port of entry facility, cargo facilities, Aircraft Rescue and Firefighting facility, and three fixed base operators, with four general aviation terminal facilities.
In addition to PBI, the County operates three general aviation only airports including:
North Palm Beach County General Aviation Airport located in Palm Beach Gardens, which provides easy access to the Florida Research Park and Jupiter; Palm Beach County Park Airport located in Lantana, 6 miles south of PBI, and Palm Beach County Glades Airport located in the western portion of Palm Beach County, adjacent to Lake Okeechobee.

PBI strives to be the favorite airport for both passengers and guests collecting travelers. Two beautiful pet parks can be found outside the baggage claim level, on the East and West ends of the terminal. PBI became more family and traveling mother friendly in 2016, as the first airport in South Florida to provide private nursing suites in the concourses. In January 2017, construction of a 5-acre Travel Plaza brought guests new amenities while waiting on arriving passengers. Travel Plaza includes 7-11, gas station, Dunkin’ Donuts, Car Wash, Electric Car Charging Stations, free Wi-Fi, arrivals information and shaded parking spots for while waiting.
PBIA prioritizes sustainability on our grounds. In 2018, PBI joined the FPL Solar Now program to collect and return clean energy through 230 solar panels. The in-terminal recycling program started in 2018 and water bottle filling stations were installed in all the concourses in early 2019.
Additionally, the Palm Beach County Department of Airports has consistently been recognized as having a strong financial position by the national bond rating agencies due to low cost per enplanement, strong debt service coverage, robust cash balances, diversified air carrier mix, and diversified revenue stream.
PBC is looking for a highly experienced and motivated individual to work with a team of professional and administrative staff to sustain and enhance PBIA’s operations, and deal with the challenges facing Airports in the future.

PBC GOVERNMENT: The seven-member BCC is the legislative governing body of Palm Beach County. Commissioners are elected to staggered four-year terms by voters in the district in which they reside.
MINIMUM REQUIREMENTS: BA/BS in Accounting, Finance, Business Administration, or related field and six (6) years of progressively responsible high-level experience in public/private finance, management or administration, that includes three (3) years of supervisory experience. Financial/business management work experience at a commercial airport is preferred. MBA/CPA also desirable.
