Virginia Alcoholic Beverage Control Authority is seeking a motivated self-starter with management experience in accounting, payroll, accounts payable, accounts receivable, analysis, process re-engineering, and compliance with generally accepted accounting principles (GAAP), to serve as the Assistant Controller in the Financial Management Services Division (FMS).
This position reports to the Director of Finance and works closely with the Finance Leadership Team. The Assistant Controller will have oversight responsibility for functional areas within the finance department including Accounts Payable, Accounts Receivable, Payroll, Financial Reporting and Accounting. Responsibilities handled by these areas include: vendor disbursements, on time pay compliance, reconciliation of the general ledger to the state financial system (Cardinal), reconciliation of all funds received by the Authority, oversight of all employee disbursements, budgeting, trend analysis, financial reporting (internal and external) and oversight of the accounting function. VA ABC Authority is an enterprise fund and therefore utilizes the full accrual basis of accounting. The Assistant Controller also provides analytical support as needed for all departments within Finance, evaluates financial processes and procedures, and makes recommendations to improve financial operations. This position will be involved with multiple upcoming system modernization projects throughout the authority that have a financial impact; this includes the replacement of the Point of Sale system and the Sales Audit system, currently in progress. The incumbent will also assist with ad-hoc problem solving and development of insights based on financial data.
This position requires accounting and management experience, as well as knowledge of and ability to apply accounting concepts and principles. Working knowledge of Generally Accepted Accounting Principles (GAAP) is required. Experience with applying the principles of GAAP, financial reporting and analysis, and ability to understand complex transactions is necessary. Candidates with ERP system experience are preferred. Experience with organizational change management and business process redesign is a plus; strong Excel skills are required. Candidates should also possess the following: Substantial experience analyzing the financial activities of a business, knowledge of accounts payable, accounts receivable, expenditure processing, payroll, demonstrated ability to independently establish, maintain, evaluate, and improve financial processes, systems, and internal controls, strong ability to analyze data and information, determine the impact of actions and make effective recommendations to resolve complex issues, knowledge and experience of fiscal policies and procedures for accounting, reconciliation, and reporting, ability to meet critical deadlines, handle multiple assignments, changing priorities, and ensure timeliness and quality of completed assignments, ability to work as part of a team to meet the Authority’s mission and objectives, ability to work effectively with agency management, employees, state agencies, auditors, and other individuals.
A Bachelor’s Degree in Accounting, Business Administration or Finance; or equivalent experience. Certified Public Accountant (CPA) or Certified Management Accountant (CMA) is a plus.
This position will require completion of Statement of Economic Interest Form annually.
