SUMMARY OF POSITION: This position provides fiscal guidance to all institutional entities in an effort to provide sustainable funding in support of the mission of the institution while adhering to the accountability and affordability measures of the North Dakota University System (NDUS). The VPFA is the chief financial officer of the institution providing leadership as a member of the President's Cabinet and as the University's representative on the NDUS Administrative Affairs Council. This position also has substantial management responsibility.

ESSENTIAL RESPONSIBILITIES AND DUTIES
Provide fiscal leadership and guidance
Work collaboratively and effectively with peers, subordinates, and other internal/external constituents in an effort to provide the resources necessary to deliver, in a sustainable manner, quality programs and services within a safe conductive learning environment.
Monitor expenditures and cash flow patterns in an effort to enhance the viability of current operations, establish appropriate reserves, and identify resources available for use as venture capital.
Evaluate practices in an effort to improve efficiencies and provide proper internal controls.
Develop, maintain, and ensure compliance with administrative, external and internal, policies and procedures.
Interact effectively with diverse students, staff, faculty and administrators, individually and as team members.
Be familiar with, interpret and apply rules, regulations, policies and procedures.
Support policies, goals and objectives of equity and diversity.
Provide operational leadership over the administrative functions within the University.
Manage and supervise the personnel in the areas of Business Affairs, Facility Operations & Safety, Human Resources, Information Technology Services, Mail Services and Contracted Services (Bookstore, Food Services, etc.).
Coordinate the planning, development and evaluation of goals and objectives for all functions reporting to the VPFA.
Oversee department operations and budgets.
Coordinate the hiring, support, development and evaluation of personnel, including supervision of awards and/or disciplinary actions.
Advance collaboration, consensus building, conflict resolution, and problem solving among and across the functions and university.
Perform other duties as assigned or requested.
Provide direction/oversight in the preparation of the annual and biennial budgets.
Coordinate the preparation of University financial reports.
Monitor legislative activities that may impact the institutions.
Monitor revenue/expenditures on an on-going basis.
Assure preparation of budgets within established guidelines.
Promote quality, efficiency, and affordability measures.
Provide leadership in capital planning, maintenance, preventative maintenance, energy conservation, and health and safety.
Coordinate the preparation of the Campus Master Plan
Prepare bid documents for and request appropriate Board authorization to proceed with a capital/maintenance project.
Monitor with architects/engineers all capital projects to insure a quality project within budget.
Promote technology enhancements with facility construction/renovation.
Develop and monitor the operating and capital biennial and annual budgets.
Serve on University and NDUS Committees and Councils
Serve as member of the President’s Cabinet and Officer of the Institution
Chair the Capital Projects Committee
Serve as DSU's authorized agent for Workforce Safety and Insurance
Serve as Agency Risk Management Contact.
Preside over the DSU Emergency Management Team; prepare agendas, moderate meetings and record minutes.
Serve as a member of the Strategic Enrollment Committee.
Serve as a member of the NDUS Administrative Affairs Council.
Serve as a member of various committees within the University or System on an ad-hoc basis as needed.

Master’s degree or higher in Business Administration, Finance or Accounting
Five (5) or more years of significant managerial experience in a complex organization
Demonstrated ability to work collaboratively with peers and subordinates, and effectively with other internal and external constituents
Demonstrated progressively responsible fiscal leadership experience in capital planning, financial reporting, accounting, budgeting, and/or financial controls
Demonstrated ability to effectively and efficiently use Microsoft Office 365 Programs. Ability to learn and adapt to new and changing technology, including hardware and software
Exceptional interpersonal, written, and verbal communication skills, including the ability to interpret, clarify, implement, and explain policies and procedures
Ability to communicate effectively with a diverse range of people in a variety of situations
Flexibility and willingness to learn and adapt to changing work processes, including moving from in-person to remote working and back as needed or requested
Demonstrated ability to maintain strict confidentiality, professionalism, and integrity
Strong time-management, organizational, and project coordination skills
Demonstrated effective interaction with state officials and legislators
Experience in the management of buildings and grounds
Experience in accounting and reporting for federal and state funding sources. Administrative experience in higher education.
Certified Public Accountant (CPA) credentials or professional certification in finance or business
Specialized subject knowledge in grants management, facilities and construction management, institutional master planning, and strategic planning

Additional Salary Information: Total compensation consists of a comprehensive fringe benefit package, including employer-paid full-family coverage health insurance, TIAA retirement, tuition waiver benefits, and much more. Salary will be pro-rated for the first contract term.
