Accountant Senior (Strategic Business Advisor) - WVU Extension Service 15836
The WVU Extension Service (WVUES) is seeking applications for an Accountant Senior (Strategic Business Advisor). This position is responsible for performing advanced accounting functions to support WVUES. The incumbent will apply principles of accounting in reconciling, analyzing, and interpreting financial records and information. This position is responsible for compiling and analyzing financial data in preparation of fiscal reports and advises administrators, faculty, and staff on courses of action. This position interfaces with other University service units in order to facilitate the development and completion of these projects.
In order to be successful in this position, the ideal candidate will:
Utilizing Generally Accepted Accounting Principles, examine, analyze, and interpret accounting records and draft fiscal, statistical, narrative and/or other reports as requested. Devise and implement management information systems for maintaining and reporting fiscal operations.
Serve as the primary contact for approximately 900 Extension volunteer organizations and provide financial and professional support within the operating parameters of WVU 4-H, Community Educational Outreach Service (CEOS), and Master Gardeners.
Provide fiscal support of WVU Foundation accounts for the 4-H Youth Development unit and oversee WVUES volunteer organizations to ensure compliance with financial and tax requirements.
Collaborate with County Program Coordinators (CPC) to ensure all required financial information for volunteer organizations is collected and reviewed for compliance with WVU Extension best practices and federal requirements. Report any findings and compliance issues to WVUES administration.
Manage the annual Memorandum of Agreement (MOA) with the County Commission and Board of Education for each of the 55 counties in WV. Create MOA invoices and ensure compliance with MOA billing terms and conditions.
Assist with the planning and development of annual budgets for state, Research Corporation and WVU Foundation accounts.
Manage and analyze project budget and variances, initiating revisions and other corrective actions when necessary.
Serve as tax advisor for all Extension Service statewide volunteer 501(c)(3) organizations using the 4-H, CEOS or Master Gardeners name and emblem that appear as a sub-organization to WVU for the Internal Revenue Service. Manage and oversee the collection, maintenance and updating of tax status for the Extension Service volunteer organizations for the annual reporting of the Group Exemption to the Internal Revenue Service. Serves as a resource to these organizations in matters of compliance with IRS rules and procedures.
Implement and monitor internal procedures for fiscal and administrative policies impacting WVUES, while remaining in compliance with institutional, State, and Federal guidelines.
Direct receipts, deposits and disbursements of all funds, overseeing all functions to ensure proper spending and usage of funds.
Review and analyze non-centrally controlled funding for revenues, expenses and cash balances to ensure the financial performance for the various activities meets budget expectations. Process deposits for cash, credit cards and checks for non-centrally controlled Extension Service funds.
Interact with internal and external auditors. Resolve areas of financial discrepancy and compliance by identifying and developing solutions and/or recommendations.
Maintain and enforce procedures and policies regarding fiscal and operational matters as they pertain to the functions of the WVUES Business Operations unit. Act in an advisory capacity to faculty and staff on policies and procedures concerning grants & contracts, purchasing, finance, and (but not limited to) state and WVU Foundation purchasing guidelines, via telephone, in writing, and/or face-to-face.
Advise and educate WVUES program unit directors on the financial position of their unit in relation to expenditures, availability of funds, costs, etc.
Establish and maintain relationships with the CPC's, volunteer organizations and departmental contacts within WVU Extension to develop a culture centered on delivering excellent customer service.
Provide support to staff members in the WVUES Business Operations unit, as needed.
Carry out special projects to achieve missions and unit objectives as time and workload dictates. This could include coordinating and leading assigned teams, recommending new or improved operations, and developing procedures and/or policy drafts.
Travel to other WVUES offices for financial meetings and/or to provide direction and support to faculty and staff.
Other duties as assigned.
Bachelor's Degree in business, accounting or related field.
or an equivalent combination of education and/or directly related experience.
Demonstrated ability to perform the job duties and responsibilities indicated above typically acquired by 3 (three) years of progressively responsible experience in financial operations of a complex organization.
Prior experience with advanced financial systems software is desirable.
Knowledge of generally accepted accounting principles and theories and their application to accounting problems. Ability to interpret, apply and explain these procedures.
Preferred knowledge of WVU, WVU Research Corporation and WVU Foundation policies and procedures pertaining to purchasing and budgetary matters.
Demonstrated ability to draft accounting and processing procedures based on operational need and institutional policies.
Demonstrated ability to organize data, perform calculations, draw conclusions and prepare, analyze and summarize financial reports.
Demonstrated ability to research and apply critical thinking skills to resolve complex issues related to financial projections and budgeting.
Effective organization, time management, and problem-solving skills.
Proven analytical ability to interpret, apply, and implement federal, state, University, and professional guidelines to unique University situations.
Valid driver's license required for statewide independent travel.
Certified Public Accountant (CPA) desired.
Hand-eye coordination to operate desktop computer and other office equipment.
Use of computer monitor, keyboard with extended periods of sitting.
Lifting items weighing no more than 25 lbs. with limited standing, lifting and bending.
