The Payroll Director manages the activities of the university’s centralized payroll office and is responsible for accurate and timely payroll preparation/processing for approximately 8,500 employees. The position is also responsible for related payroll duties including, but not limited to: • Tax withholding and remittance for federal and multiple states. • Tax reporting for forms W-2, 1042S, 941, 941-X, NC 5Q, NC 3, and other states and agencies as applicable. • Compliance with federal, state, and other regulatory activities. • Garnishment withholding and reporting. • Collection and reporting for payroll overpayments. • Oversight of Payroll system testing and maintenance including regular upgrades, patching, and/or releases. • Supervision of 11 permanent payroll employees and occasional temporary and student staff as projects warrant. • Development and implementation of policies and procedures. • Reconciliations of payroll accounts. • Analyze, modify, implement payroll reporting, and processes. The position routinely collaborates with Human Resources, Academic Affairs, and Health Affairs personnel offices, Grant and Contracts, University Budget Office, and Systems Coordination. This position is highly visible across campus, and it interacts with various constituent groups. The position utilizes Banner HR/Payroll and Banner Finance Enterprise Systems, Kronos, and other university developed systems to process payroll. The position is responsible for payroll office employee interim and annual evaluations, work plan development, training, and identifying career development opportunities. The position oversees the international tax program to ensure compliance with all regulatory agencies regarding international employment, scholarship, and account payable transactions for the university.
Preferred Experience, Skills, Training/Education:
Three to five years of progressive payroll experience. Three to five years of supervisory experience. Demonstrated knowledge of IRS, NCDoR, DOL, FLSA, and INS rules and regulations is highly preferred. Experience with multiple state taxation, wage garnishments, and collections. Certified Payroll Professional (CPP) certification is preferred. Banner HR/Payroll, Banner Finance, Kronos, and Microsoft Software experience is preferred. Excellent written and oral communication skills. Good customer service skills.
Bachelor’s degree with 12 credit hours of accounting coursework; or Associate’s degree in accounting; or Associate’s degree in business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
