This division manager level position is responsible for management and oversight of the accounting, finance, budget, and procurement functions of the Finance Division, which includes a staff of five full-time equivalents (one Senior Accountant, three Accounting Technicians, and one procurement professional). This position reports to the Business Services Director.
The Finance Manager is responsible for implementing priority focus areas, while working with internal and external stakeholders, including near- and long-term financial planning, operating budget development and management, service charge development and implementation in support of various District activities, revenue and economic analyses, and financial policy development. This position is expected to drive organizational improvement and efficiency by identifying and implementing workflow enhancements, information system utilization improvements, and financial reporting enhancements.

The selected candidate is required to have: 1) A Bachelor’s degree (or equivalent combination of work experience, training and education) from an accredited college or university with major course work in accounting, economics, business administration, public administration, or a related field; and 2) minimum of five years of experience in professional level public agency fund accounting and financial recording work.
The Ideal Candidate
The District is seeking an individual with strong technical skills and experience in making a wide range of managerial and financial decisions with organizational and legal impacts. The ideal candidate would possess a working knowledge and specific experience with governmental accounting requirements with regard to enterprise funds, financial planning and analysis, and oversight committees. In addition, the ideal candidate would possess the highest ethical and moral standards of transparency as well as strong written, verbal, and interpersonal communication skills. Success in this position will require a team-based leadership style that builds and maintains trust and a strong sense of pride and integrity with staff, various stakeholders, and customers including the Board of Directors and the public. Prior supervisory experience with a style that seeks to cultivate and develop staff through sharing of knowledge and experience in a mentoring and coaching mode is strongly preferred. A Master’s degree and possession of an active license as a California Certified Public Accountant (CPA) issued by the California State Board of Accountancy is highly desirable.
About Delta Diablo
Delta Diablo (formerly Delta Diablo Sanitation District) is an innovative California special district that provides wastewater resource recovery services for over 214,000 customers in the cities of Antioch and Pittsburg, and the unincorporated community of Bay Point. These services include secondary treatment of wastewater; production and distribution of recycled water; pollution prevention activities; beneficial use of biosolids as a soil amendment at land application sites; street sweeping; and household hazardous waste collection. Delta Diablo owns and operates a water resource recovery facility (WRRF) that provides secondary treatment for an average wastewater flow of 13 million gallons per day (MGD) and tertiary treatment for approximately 6 MGD to produce recycled water for use at two local power plants, a golf course, and schools.
