Contract Property Management Specialist (Assistant Accountant) - Procurement, Contracting, and Payment Services 16322 Description The Department of Procurement, Contracting, and Payment Services at West Virginia University is seeking applications for a Contract Property Management Specialist (Assistant Accountant). The primary responsibility of this position is to support the accounting and accountability of the Government Furnished Property & Contactor Acquired Property under the WVU/NASA IV&V Facility Operations Contract. This will include the inventory and disposal of GFP as well as the assist in preparing requirements documents for the acquisition of supplies through WVU's Mountaineer Marketplace in support of the NASA IV&V mission. Additionally, this individual will be required to assist with gathering information for the financial reports submitted monthly, quarterly, and annually by the WVU Operations Coordinator. In order to be successful in this position, the ideal candidate will: - Government Property Administration/Management: Manage multi-million dollar inventory of fixed assets acquired or received from the Government for the IV&V facility. Responsible for receiving, tagging and entry of all inventory tags in accordance with WVU Capital Assets and Debt Accounting policies and procedures, which includes completion of the WVU Asset Acquisition and Modification/Fabrication forms for all controlled property. Responsible for annual physical audit of inventory as well as disposition of inventory determined to be no longer suitable for use. Maintain records of all fixed asset purchases, asset forms, mod forms and excess inventory. Maintain facility inventory Database System for tracking purposes as required. Respond to oral and written requests for information made by WVU Capital Assets. Create and execute the reports as requested by WVU Capital Assets and Debt Accounting as well as Property Management Branch of the NASA Goddard Space Flight Center in Greenbelt, MD. Responsible for inventory and assignment of all keys for the building, which are kept in a secure location due to the nature of sensitive classified documents maintained at the facility. Assist in scheduling and tracking all shipping for the facility.
- Order/Receive supplies through WVU's Mountaineer Marketplace. Assist the WVU Procurement, Contracting, and Payment Services team to acquire supplies in support of the NASA IV&V mission. Will be responsible for collecting office supply list for ordering and coordinating receipt/distribution of ordered supplies.
- Develop/Refine Standard Operating Procedures for the Management/Administration of Government Furnished Property/Equipment and Contractor Acquired Property.
- Assist with the collection of information to prepare for Monthly/Quarterly/Annual cost projections and reports.
Pay Grade: 15 Qualifications - First consideration will be given to applications received by March 7, 2021.
- Bachelor's in business related field or equivalent combination of education and experience.
- One (1) year of experience in property management.
- One (1) year of experience in budgeting/accounting.
- Proficient with Microsoft Excel; as reflected with experience using Excel for Accounting/Accountability purposes.
- Day to day management/administration of Government contract property (Including Government Furnished and Contractor Acquired).
- Knowledge in developing Standard Operating Procedures (SOPs).
- Familiarity with Federal Acquisition Regulation FAR Part 45.
- Developing and reporting budget projections.
- Ordering/receiving supplies.
Requirements - Property Management/Supply Chain Certificate (Supervisor's Preference).
- PREFERRED: Completion of Federal Acquisition Institute (or equivalent) Courses IND 100, IND 103, or IND 105 or civilian equivalent property management course certificates (Supervisor's Preference).
