Title: Director of Research Finance Unit: Office of Research Programs Salary: Mid to High $90's DOQ Scope of the Position: Reporting to, and under the direction of the Vice President for Research (VPR) provides a variety of financial analysis and consultation including financial planning, budgeting, allocation, fund/reserve management, compliance, internal and external sponsored program audits, analysis and reporting with regards to Research Foundation of SUNY (RF) and College Foundation funding sources. Collaborate with the VPR, Operations Manager (OM) and Director of Sponsored Programs for the continued design and implementation of a cohesive and flexible sponsored programs team that supports the communication of University policies; consistently applies rules and regulations of all sponsors and the Research Foundation; and supports and improves the financial sophistication of the Division of Research. Primary Responsibilities: - Reporting and monitoring administration of all research-related institutional revenue including: budget development, accounting, financial analysis, management of revenue streams and cash reserve balances, and financial reporting to campus management as well as federal, New York State and faculty salary recovery from sponsored awards (IFR), tuition revenue from sponsored awards, fixed-cost contract residuals, federal training grant institutional allowances, patent/royalty revenue, investment revenue, and administrative fees collected from affiliated foundations and recharge centers.
- Work with the ESF Chief Financial Officer to provide information towards college-wide financial planning.
- Coordinate with the VPR, OM and Director of Research Programs for the development of policies and best practices used to administer grants and contracts.
- Carry out all duties and responsibilities delegated by the Research Foundation (RF) Campus Operations Manager for the SUNY College of Environmental Science and Forestry - including overall management of RF sponsored post-award and non-sponsored financial matters, review/approval of financial transactions, and technology transfer and commercialization agreements and related Intellectual Property payment/revenue matters.
- Serve as a representative for the VPR on college budget/financial committees and working groups.
- Assist in the development of college administrative policy and procedure development in conjunction with Human Resources, Business Office, College Foundation, and other units as necessary.
- Coordination of the ESF/RF Conflict of Interest (COI) policy and associated processes in conjunction with the Vice President for Research.
- Development, oversight, and review of RF fees and rates such as the RF indirect cost, service for fee/recharge rates etc.
