The University of Maryland, Baltimore School of Medicine is seeking a Research Administration Professional to join Department of Neurology.The job will be filled as either a Pre Award Research Coordinator, a Senior Pre Award Research Coordinator or a Contracts and Grants Senior Specialist dependent on selected candidate's qualifications. The Department of Neurology provides evaluation, treatment, and care for patients suffering from a wide range of neurological disorders including stroke, epilepsy, multiple sclerosis, Parkinson's disease, amyotrophic lateral sclerosis (ALS), and migraine. We provide care through our inpatient and consultative services, our designated Comprehensive Stroke Center, our Level 4 Epilepsy Center, our 22-bed Neuro-Critical Care Unit, and our busy outpatient practice. The Department also provides state-of-the-art rehabilitation services. A number of departmental faculty received grant funding from the National Institutes of Health and the Veteran's Administration to study the role of genetics in stroke, epilepsy, and Parkinson's disease, new brain imaging modalities in multiple sclerosis, biomarkers in multiple sclerosis, and neurodevelopmental disorders such as autism and intellectual disability. Many faculty are lead investigators in clinical trials to identify new therapeutic approaches for a broad range of neurological disorders.

Pre Award Research Coordinator Primary Duties:
The Pre-Award Research Coordinator will coordinate pre-award process for grants, contracts, and subcontracts for departments or school. Reviews proposal or application specifications; determines needs, gathers data and information for completion; and prepares and submits final document to sponsor.
Coordinate the Pre-Award process for contract and grant submissions. Ensure proposed terms and conditions are in compliance with applicable regulations and meets all deadlines.
Assist in finding grant or contract opportunities for faculty by reviewing funding opportunities and notices announcement for administrative requirements. Maintain data and other informational resources.
Assist in preparation of grants and contracts applications or proposals and development guidelines for portfolio planning and development.
Participate in grant preparation and provide consultation on certification of grant application within the University routing portal followings prescribed processing documents.
Review terms and conditions of simple grants and/or contracts and seek clarifying questions as necessary. Adhere to and understand policy and proposal project plan as described by advance team members using basic comprehension of Federal, State, and sponsors guidelines and requirements
Gather information and develop line by line budget for submission and provide all application forms for PI review. Follows prescribed timeline to meet submission deadlines.
Maintain a general understanding of entering the requisition request in the University Financial System.
Track and follow up for the completion of purchase order for subcontract
Submit and generate contract and grant reports in a timely manner in the financial planning from the University routing database.
Identify and alert potential issues in the proposal or application process. Evaluate processes to determine trends to improve routing of grant applications. Provide suggestions to improve process.
Provide administrative support in preparation and submission of contracts and grants.
Perform other duties as assigned
Senior Pre Award Research Coordinator Primary Duties:

Assist in finding grant or contract opportunities for faculty. Maintain data and other informational resources. Review funding opportunities and notices announcement for administrative requirements and provide the groundwork for the application required documents.
Provide assistance to faculty in interpreting simple and complex award terms and conditions. Maintain best financial practices to assure compliance with sponsor requirements, university policies and procedures, and Federal, State, and sponsors guidelines. Review application forms, contract templates, correspondence and selected agreements for presentation of information. Collaborate with PI to develop project plan by interpreting policy and procedure.
Review requirements for the application and funding processes. Prepare guidelines for the submission. Assist faculty in writing grant applications and contracts proposals.
Gather and prepare grant and contract line by line budget for submission and application in line with applicable polices. Develop timeline to meet submission deadlines and checklist of required documents
Navigate the subcontract process through University Systems, and provide groundwork to partners to ensure partnership is in compliance. Assist in negotiations and recommendations or modifications to grants, contracts, and subcontract agreements.
Generate reports to demonstrate faculty current profile. Analysis trends and make recommendations for other funding sources.
Oversee the submission of external documents or agreements to sponsoring company or funding agency. Ensure receipt of the institution copy of all submittal and copies of final document/agreement. Provide internal follow up/tracking system for campus projects. Generate required documents checklist for grant application.

The Contracts & Grants Senior Specialist applies in-depth, senior level knowledge, concepts, principles, and skills. This position works with Research Administrator to oversee efforts to increase the effectiveness and productivity of institutional research by promoting the use of best practices in professional and research administration. Collaboration between faculty, students, and staff to identify funding opportunities, develop proposals, and/or manage sponsored funds.
Prepares grant and contract budget and application. Finalizes documents for submission. Validate proposal error and/or warnings. Knowledgeable in all funding mechanisms and interprets of federal, state, University, sponsor policies and regulations and requirements to ensure compliance and adherence to those policies.
Provides consultation, advice, and directions to all level staff and faculty regarding grant and/or contracting issue resolution.
Translates program requirements into contract terms in consultation with principal investigator (PI) and management. Identifies, develops, and ensures contract requirements contain quantifiable specification and measurable performance criteria. Validates the performance criteria will meet the requirements. Ensures all results are completed and submitted to sponsor.
Reviews sponsor guidelines and request for proposals, interpret and communicate compliance and eligibility information to research faculty and staff. Seeks information to obtain better understanding of processes. Identifies inconsistencies in process and develops suggestions for improvements to ensure higher quality processes in conjunction with the Office of Research of Development.
Maintains all close documentation for the department and the sub awards. Seeks approvals for invention statement and publications have been completed in ERA commons.
Interprets data for the purpose of determining past financial performance to develop and prepare financial reports for financial analysis, forecasting, and trending. Devises financial reporting tools and reports. Recommends overall adjustments in effort allocation and spending across investigator portfolio. Provides PI and management with adhoc reports in support of strategic plan.
Develops safeguards to ensure the integrity of grant administration or contracts and protects the University from financial losses. Ensures sub-awards are also in compliance with terms and conditions of the award.
Identifies issues and resolves independently. Anticipates roadblocks and able to independently resolve proactively.
Develops evaluation criteria for review of grant and contract applications. Reviews and interprets funding agency guidelines and regulations and advises faculty as to policies and procedures of those agencies as well as those of the state and University.
Develops timeline to meet submission deadlines and checklist of required documents and independently adjusts timeline to adapt to change. Adhere to set timelines. Independently prioritizes processes to ensure timelines are met.
Provides guidance on staffing and budgetary requirements. Reviews and maintains documentation related to cost transfers, requests for expenditures, effort reporting, budget revisions, and fund statements. Coordinates invoicing, accounts receivable, and deposits in the financial system and ensures payments are applied correctly. Anticipates spending to ensure contract funds are fully utilized with in contract date.
Interacts directly with designation sponsor representatives to clarify ambiguous terms and conditions, and to request supplemental funding, no cost extensions, and other administrative requests.
Identifies future funding opportunities and work with PI to identify research components
Acts as point of contact for all UMB parties and sponsors involved in the negotiation process
Maintains, identifies, and resolves any delinquent trainings, conflict of interest, and any other institutional compliance requirements.
May provide work coordination or oversight of others.
Performs other duties as assigned

Education: Bachelor's degree Experience: Two (2) years of directly related accounting, budget, contract, grant, or research administration or research coordination Certification/Licensure: Clinical Research Associate (CRA) or Certified Public Accountant (CPA) preferred.
Other: Financial disclosure reporting required by State of Maryland Ethics Committee. Related experience may be substituted for education
Senior Pre Award Research Coordinator Minimum Qualifications:
