The Electric Plant Board of the City of Glasgow (GEPB) is seeking applicants for the position of Superintendent. Glasgow, Kentucky is located in Barren County with a population over 36,000 (15,000 in Glasgow). Glasgow is approximately 35 miles east of Bowling Green, which is along the I-65 corridor and home to Western Kentucky University. GEPB offers a comprehensive benefits package and a salary structure commensurate with qualifications and representative of the market.
The candidate must demonstrate an ability to lead the strategic planning, risk management, operational, engineering technology, customer service, and financial planning initiatives and functions required in a multiple product municipal distribution system. A firm grasp of the evolving political, legislative, and regulatory challenges facing all of these disciplines is critical. Demonstrated progressive career advancement at the senior management level in the electric utility industry is required. An understanding, respect, and passion to preserve the public power principles and business model is required.
A successful candidate will have excellent people skills and represent GEPB well in the community and shall be an active participant in Glasgow-based service clubs and other organizations working to further develop Glasgow and its economy. All candidates should be qualified for the position through education, and preferably state licensing, as a Civil Engineer, Electrical Engineer, Mechanical Engineer, or Accountant. A Master’s degree is preferred and a Bachelor’s degree (or appropriate level of experience adjudged to be equivalent thereto) is required. An understanding of governance, the Kentucky Little TVA Act, and the CEO-Board relationship is highly desirable.

Directs, coordinates, and creates presentations and agendas for monthly board meetings.
Designs, hires, cultivates, and administers staff which is efficient and effective at accomplishing the EPB mission.
Plan and accomplish recruiting of new team members as necessary, along with training and development of all EPB personnel.
Analyzes reports on financial conditions, operating conditions, customer happiness, and team effectiveness, and makes decisions and recommendations for changes to constantly improve all metrics of these subjects.
Assure that all required filings with TVA, FCC, and other regulatory agencies are made as required.
Assure that all requirements of EPB contracts with other corporations and agencies are met by all parties to each contract.
Constantly communicate, by various outlets, and personal face-to-face communications, relevant information to all personnel, board members, and customers, and maintain crucial lines of communication with all EPB staff persons.
Relentlessly pursue improvement of the safety performance of all craft persons.
Discover and implement ways to constantly improve the efficiency of all EPB fiscal matters.
Approves all timesheets and requests for leave for those who are directly supervised, due to organizational structure.
Ensures EPB’s overall compliance with State, Federal, and local regulations.
Focuses on employee engagement.
Personally creates, continually cultivates, and owns a key business development relationship list.
In cooperation with the CFO, prepares an annual operating budget, a 3-year capital budget, and a strategic plan that includes retail rate design that accomplishes the budget and is presented and approved by the EPB.
Maintains a high ethical standard. Consistently behaves in a professional and ethical manner, adhering to all policies, written and obvious to all resulting from good common sense.
Performs other reasonably related duties as assigned by EPB.
High School Diploma and college degree in Civil, Electrical or Mechanical Engineering or Accounting with licensure to perform same in Kentucky.
Ability to organize large amounts of data and perform in a detail-oriented setting, within the confines of an extremely structured time frame.
Ability to meet and work with all types of people and maintain a pleasant personality.
Possess detailed knowledge of all services delivered via EPB networks, including electric power, cable television, and internet.
Ability to prepare reports and correspondence.
Ability to establish and maintain effective working relationships with the general public and employees.
Ability to constantly improve all measurable performance of EPB.
