About Eastern Washington University: Eastern Washington University is a regional, comprehensive public university located in Cheney and Spokane, Washington, with programs offered throughout the state and online with an enrollment of over 12,000 students. Job Summary: We are currently seeking skilled and team-oriented applicants for the following position: Fiscal Analyst 3 - Early Head Start (EHS) (Project Position) The Fiscal Analyst 3 project position is a senior level professional who is experienced in fiscal grant functions, policies and procedures within the Early Head Start (EHS). Under general supervision, the Fiscal Analyst 3 project position is responsible for providing EHS business operations support and financial analysis. Responsibilities include budgeting, invoicing, reconciliations, accounting system management, complex analysis, reporting, grant support, and fiscal compliance. In addition, this position will analyze complex financial data and conduct fiscal research, design and prepare multifaceted reports, research best practices to implement ongoing process improvements, serve as a liaison for and advisor to EHS leadership, and independently plan, coordinate, and develop accounting systems to ensure compliance with Generally Accepted Accounting Principles (GAAP) and Uniform Guidance, statutes or regulations. Required Qualifications: * Bachelors degree in Accounting, Business, Fiscal Management, or related field AND * Three years of progressively responsible experience working as an accountant, financial or budget analyst for a governmental agency, accounting firm, or similar organization/entity in an accounting/financial capacity. * Three (3) years of budget experience related to state and federal grants. * Experience in creating and tracking budgets, projecting and monitoring spending, and preparing financial reports. * Thorough knowledge of state and federal financial systems. * Thorough knowledge of federal regulations, including the Head Start Performance Standards.
Specific Position Requirements * Demonstrated ability to compose correspondence and communicate efficiently in writing and verbally. * Strong computer skills to include Microsoft Office Suite Products (i.e. Outlook, Word, Excel, PowerPoint, Adobe, Concur and/or other similar programs and computerized record systems. * Demonstrate ability to work independently. * Demonstrate ability to deal with critical and time sensitive processes. * Demonstrate ability to maintain confidentiality of verbal or written documents and sensitive data. * Demonstrate ability to read, understand and interpret regulations and procedures. * Demonstrate and foster a culture of ethical leadership, a commitment to diversity, and encourage a supportive team-oriented work environment. * Candidate must demonstrate interest, ability and/or experience promoting cultural competency, universal accessibility, and/or diversity.
Preferred Qualifications: * Masters degree in a financial related field * Certified Public Accountant (CPA) * Experience working in higher education. * Experience with grant administration and fund accounting. * Experience with Banner.

Job Duties: % of Time: 40 Responsibility / Duty:Accounting and Budgeting * Maintain budget and accounting information and processes to meet Generally Accepted Accounting Principles (GAAP), internal controls, state and federal guidelines, and grant requirements. * Monitor budgets, analyze activity, ensure that program operations are recorded properly, determine modifications needed, including budget adjustments and accounting corrections. * Review financial data needs, prepare, coordinate, and communicate monthly/quarterly/annual financial reports to Early Head Start (EHS) Management, Office of Grant and Research Development, and Academic Affairs Administrative Leadership. * Act as the custodian for program petty cash and process reimbursements. * Manage the development and payment of service contracts and invoices at the direction of program directors. * Maintain accounting system databases, tables, and programs. % of Time: 35 Responsibility / Duty:Compliance, Reporting, and Grant Support * Assist in the preparation of required fiscal reporting for grants and contracts. * Interpret fiscal rules, federal guidelines, GAAP, Uniform Guidance, and other sources as needed, make recommendations and develop solutions to ensure all grant financial information is reported accurately. * Initiate and develop fiscal management reports to enhance accounting and management practices. * Review monthly grant expenditures to ensure they are allowable and comply with specific requirements and Uniform Guidance. * Monitor and conduct ongoing financial reviews and audits of grant and contract agreements to ensure all charges to grant accounts comply with specific requirements and Uniform Guidance. * Coordinate, prepare, review and assist with the preparation and submission of grant applications. % of Time: 15 Responsibility / Duty:Analysis/Recommendations * Collect, query, and analyze data to prepare complex financial analysis using University financial systems, databases, and other information sources and tools. * Perform analysis and provide recommendations for improvements and/or efficiencies. * Collaborate with the Academic Affairs Senior Budget Officer, Budget Services, Office of Grant and Research Development, and other departments of the University in order to ensure accurate financial and operational analysis. * Analyze and respond to questions regarding compliance with fiscal or administrative requirements.
