Summary Manager, Benefit Payments & Payroll M.1
Position Summary: Leads and manages the Payroll and Retirement Benefit Payment Unit within Finance Operations. Processes:
Bi-weekly payroll for exempt and non-exempt staff.
Retirement benefit payments for both NRECA's Retirement Security defined benefit plan and 401(k) Pension plan. Both are multiple employer plans for which NRECA is the Plan Sponsor and Administrator. Team processes over 100,000 annuity payments with withholding and reporting requirements in 30+ states.
Ensures accurate and timely remittance and filing of required payroll taxes and income tax withholdings in accordance with applicable Federal, State and local laws and regulations for NRECA and the multiple employer retirement plans.
Essential Duties and Responsibilities:
Leadership - Creates a high-performing work unit by thinking strategically, setting direction, inspiring innovation, and rewarding success.
Manages unit budgets and ensures appropriate resourcing.
Supports business continuity and succession planning by establishing and maintaining functional backups and procedural documentation.
Owns relationships with related vendors and manages escalation of issues.
Develops test cases and participates in UAT for related systems.
Prepares and delivers training for staff across the Association.
Manages day-to-day operations of Payroll function.
Ensures the accurate and timely processing of NRECA's bi-weekly payroll for approximately 850 exempt and nonexempt staff.
Ensures that the payroll for the International Program expatriate and third-country national employees is accurate and timely.
Ensures the accurate and timely remittance and filing of all required Federal, State and local Payroll and withholding taxes in compliance with applicable Federal, State and local laws and regulations.
Coordinates with HR to ensure accurate mapping, updating, and processing of benefit deductions in ADP.
Ensures the appropriate and accurate reporting of employee earnings including the verification of W2's with attention to special circumstances, i.e. relocations, life insurance, bonuses, 401(k) deductions.
Manages day-to-day operations of Retirement Benefit Payments function.
Ensures the accurate and timely remittance and filing of all required Federal and State withholding taxes in accordance with applicable Federal and State regulations.
Reviews benefit payment tax filings, approves remittances, assists with responses to tax letters and notices, and supports tax abatement requests.
Reviews OmniPay files and maintenance entries.
Reviews the release of benefit payment batches.
Reviews G/L entries and account reconciliations for review at least monthly.
Collaborates with staff across the association to ensure accuracy, efficiency, and process integrity.
Supports annual 1099-R preparation and issuance.
Ensures all NRECA payroll, RS, and 401(k) retirement payments are accurately recorded in the general ledger and all related general ledger payroll withholding accounts are accurately and timely reconciled. Researches and resolves all items to be reconciled.
Develops and implements strategy for optimizing how NRECA uses the ADP payroll and Omni-Pay benefit payment systems to ensure transaction processing is efficient and effective. Business owner for software upgrades and enhancements that impact these systems.
Develops, implements, and monitors performance metrics that will ensure unit is performing at a high level of productivity and service excellence.
Works on special projects as assigned.
Responsible for the proper security and disposal of any confidential information that he or she may possess in the course of performing this position's job duties, as well as ensuring staff compliance with security protocols in accordance with NRECA's Personnel and Administrative Policy and HIPAA Privacy and Security Policies and Procedures Manuals.
Experience and Certifications Required: 7 to 10 years accounting experience, including payroll and benefit payment processing Payroll and CEBS or ASPPA Certifications a plus. Experience working with automated payroll systems, e.g., Oracle, and third party payroll providers, e.g., ADP.

Knowledge, Skills and Abilities Required (as demonstrated by prior work experience):
Strong interpersonal skills, including ability to collaborate effectively with individuals at all levels throughout the unit and the organization.
Ability to apply problem-solving and critical thinking skills to ensure issues and changes are properly vetted for all upstream and downstream effects.
Strong organizational and analytical skills with a primary focus on development and monitoring of monthly reconciliations supporting payroll and benefit payments functions.
Experience with garnishment and multijurisdictional payroll administration.
Ability to work with complex financial spreadsheets.
State and Federal tax withholding and filing experience, including 941, 945, 1099-R and W-2 preparation, filing and related reconciliations.
Tax dispute resolution/penalty abatement experience a plus.
Experience working with automated payroll systems, e.g., Oracle, and third party payroll providers, e.g., ADP.
Ability to communicate, both verbally and in writing, with a diverse membership, employees and/or vendors in a clear and precise manner.
Ability to use Microsoft Office tools (Excel, Word, Outlook, Power Point) in the day-to-day essential duties of the job. Ability to operate various office equipment such as personal computer, copier, printer, fax machine, and multiple line telephone.
Ability to provide service excellence by building relationships, being resourceful, responsive and respectful.
Essential Physical Requirements: The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal and extensive reading. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
