The Business Resource Center (BRC) is a shared services center that supports all of the UC Office of the President locations. The BRC provides procurement, financial and accounting services to all of UCOP. This accountant position reports to the manager of the Compliance, Accounting, Audit and Policy Team (CAAP) within the BRC. The team is responsible for performing a full spectrum of financial services including accounting, analysis, reporting, supplier management, audit, compliance and training.
The CAAP Accountant position reports to the manager of the BRC CAAP Team and uses advanced accounting concepts and organizational objectives to resolve highly complex issues. Regularly works on highly complex accounting assignments that are of diverse scope requiring analysis of identifiable factors using multiple accounting and financial sources. Demonstrates good judgment in selecting methods and techniques for obtaining solutions, completing analysis and developing recommendations. Normally receives little instruction on day-to-day work, with general instructions provided on new or unique accounting assignments. Interacts with senior internal and external contacts on matters of some significance to the accounting organization.
Program Administration and Project management: Responsible for the administration of one or more programs or projects, including the Corporate Card (UCOP credit cards) and CashNet (UCOP virtual storefronts) programs, and various accounting/finance projects. Develop objectives for the program/project, assess impact, define and oversee program/project, and ensure that they reach the determined goal.
Responsible for policy review and interpretation, guiding clients and developing procedures to ensure compliance. Recommend policy changes in response to changes in accounting requirements and new activities. Provide policy interpretation, research of transactions, training and advice on accounting policy and procedures to UCOP clients and systemwide financial control offices.
Review, audit and process complex, intercampus accounting transactions submitted by UCOP departments and systemwide. Monitor the cost transfer expense account/financial control accounts that are used to ensure that they accurately reflect the intent of the transaction, and will roll up correctly when the campuses merge their financial statements with UCOP's. Work closely with the financial control offices at each campus to ensure consistency with the intercampus transfers. Review/approve financial journals prepared outside of the BRC, ensuring that the correct accounts are being used.
With minimal direction from the CAAP Team Manager, independently prepare highly complex reconciliations of balance sheet accounts (approximately 12 accounts), including several cash accounts related to the the corporate card program and credit card receipts, and asset and liability accounts related to accruals and deferrals.
Coordinate annual Fiscal Close activities for UCOP and systemwide financial control offices. Prepare fiscal close calendar. Prepare and present fiscal close training to UCOP clients, develop and prepare resources, design and publish close schedule.
Develop, implement, and / or maintain UCOP financial information, reporting and reconciliation systems. UCOP currently uses the Oracle Financial Information System (FIS) and Oracle Account Reconciliation Cloud System (ARCS). This position leads in testing of transactions and system reports for financial recording and reporting purposes.
Interpret financial data and prepare complex reports and records for administrators and managers. Prepare the annual systemwide report of all Associates' expenses annually. Prepare the annual report of the President's expenses.
Respond to financial audit requests from internal and external auditors, as well as public record act requests.
Advanced knowledge of accounting function.
Ability to extract, verify, and compile accounting information from multiple sources to complete work assignments.
Advanced ability to effectively present complex accounting and finance related information verbally and in writing.
Advance experience using financial transactions and systems, as well as related policy, accounting, and unique regulatory compliance requirements.
Advanced knowledge of common desktop / web applications.
Advanced knowledge of analytical procedures used in accounting project of complex scope.
Understanding of the interrelationship between procedures and desired results.
Bachelor's degree in Accounting, Finance or related area and at least five years of progressively responsible professional accounting/finance experience or an equivalent combination of education and experience.
SALARY AND BENEFITS
Salary: The recommended hiring range is $97,000.00 to $113,600.00. Commensurate with experience.
