The Chief Compliance Officer (CCO) of Stony Brook Medicine (SBM) is the Senior Executive providing the business leadership and vision for the strategic planning and management of an integrated healthcare compliance program in support of the mission and strategic goals of SBM. The CCO maintains and oversees an effective healthcare compliance program intended to prevent illegal, unethical or improper conduct. The CCO is responsible to hire, develop and maintain a high performing compliance, privacy and hospital internal audit team serving the compliance needs of SBM's healthcare delivery system, its health sciences schools and academic medical center. The CCO acts as an advisor to the Hospital's Chief Executive Officer (CEO), Executive Vice President for Health Sciences, and the Governing Body by monitoring and reporting results of the compliance, internal audit and privacy efforts of SBM and in providing guidance for the Governing Body and senior management team on matters relating to reporting and compliance. This position reports to the Executive Vice President for Health Sciences and the Hospital Governing Body with a day-to-day reporting relationship with the CEO. It is critical for the CCO to be viewed as a beacon of trust. She/he will bring a collaborative approach to the compliance organization working closely with key stakeholders and maintaining open and close working relationships especially with the finance and legal departments. The CCO for SBM, has oversight for the Hospital's Compliance and Internal Audit Program that includes Stony Brook University Hospital, Stony Brook Southampton Hospital and Stony Brook Eastern Long Island Hospital; the Health Sciences School's Compliance Program.
Duties of a Chief Compliance Officer may include the following but are not limited to:
Serve as a key member of the senior leadership team and contribute broadly at the executive level. Educate and work collaboratively with all members of the leadership team in order to facilitate informed healthcare compliance decisions.
Be responsible for comprehensive compliance, privacy, and hospital internal audit programs at Stony Brook Medicine, including Stony Brook University Hospital and its campuses, the Health Sciences School's (School of Nursing, School of Medicine, School of Health Technology and Management, School of Dental Medicine, School of Social Welfare)
Work collaboratively with the Hospital Senior Executive Group, executive leadership of the physician practices, the dean of the School of Medicine and the deans in the health sciences schools in promoting best practices across the enterprise.
Consult with Office of General Counsel as needed to identify and resolve compliance issues and concerns.
Develop an annual compliance and audit work plan.
Develop, initiate, maintain and revise policies and procedures for the general operation of the compliance program and its related activities intended to prevent illegal, unethical or improper conduct and to comply with legal requirements as they evolve.
Manage the day-to-day operations of the compliance, hospital internal audit, and privacy programs; hire and oversee compliance, hospital internal audit and HIPAA privacy staff.
Report on a regular basis to the governing body and to leadership (hospital, health sciences schools, clinical practice management plan), the CEO on the compliance infrastructure, and assist these components in establishing methods to improve efficiency and quality of services, and to reduce the vulnerability to fraud, abuse, and waste.
Chair the Compliance and Audit Committee (CAC) of the Governing Body and present at the Governing Body Meeting the activity/materials from the CAC and those needing Governing Body approval. Participate as a member on CPMPs Compliance Committee.
Periodically revise the healthcare compliance program in light of changes in the needs of the organization and in the law and policies and procedures of government and private payer health plans.
Maintain a current working knowledge of Federal and State regulations and policies as they affect the organization.
Develop, coordinate and participate in a multifaceted educational and training program that focuses on the elements of the compliance program, and seeks to ensure that employees, management, volunteers, students, trainees, contractors and vendors are knowledgeable of, and comply with, pertinent Federal and State standards at a level appropriate to their position in the organization.
Oversee processes to educate independent contractors and agents who furnish medical services to the health system regarding the requirements of the compliance program with respect to coding, coverage, billing, marketing, among other things.
Oversee and collaborate with human resources, the dean's office, the purchasing department, the credentialing office, and others to ensure exclusion screening checks are conducted for all employees, medical staff, volunteers, governing body, and independent contractors prior to hire or initiation of services and monthly thereafter so that SBM does not knowingly employ, contract with, credential, or otherwise affiliate with an Ineligible Person.
Collaborate with other departments to direct compliance and privacy issues to appropriate existing channels for investigation and resolution as needed.
Develop and oversee a system for uniform handling of suspected compliance and privacy violations.
Respond to alleged violations of rules, regulations, policies, procedures and standards of conduct by evaluating, investigating, and reporting findings to the Office of General Counsel, CEO, Executive Vice President for Health Sciences and/or the Governing Body, as appropriate.
Identify potential areas of compliance vulnerability and risk, develop and implement corrective action plans for resolution of problematic issues, and provide general guidance on how to avoid or deal with similar situations in the future.
Provide reports on a regular basis to the Compliance and Audit Committee of the Governing Body, the Governing Body, and CPMP's Compliance Committee and keep senior management informed of the operation and progress of compliance, internal audit and patient privacy efforts.
Oversee or cooperate with reporting of violations or potential violations to duly authorized enforcement agencies as appropriate or required.
Respond to government investigations and queries as the principal point of contact.
Independently investigate and act on matters related to compliance.
Oversee the direction and management of the Compliance Helpline.
Develop policies and programs that encourage managers and employees to report suspected fraud and other improprieties without fear of retaliation.
Conduct or oversee/direct single and ongoing compliance, internal audit, and privacy audits, reviews or projects as necessary to fulfill the Compliance Program.
A Master's Degree, Law Degree, other advanced degree.
10+ years of experience in healthcare and knowledge of healthcare laws, rules, regulations, and standards regarding compliance programs, internal audit, billing, delivery, operations, and patient privacy.
Demonstrated track record of serving in increasingly responsible compliance, audit and privacy positions, and working collaboratively and effectively with diverse stakeholders.
Prior experience and a strong understanding of documentation, coding and billing regulations, processes and procedures.
Exceptional communication and leadership skills that foster and maintain a culture of compliance in a manner that cultivates respect and influences behavior at all levels of the organization. Works collaboratively with others at all levels of the organization.
Demonstrated success developing strategies and tactical solutions to integrate compliance into daily healthcare operations.
Proactive and effective problem solving, analytical and negotiation skills.
Demonstrates sound business judgment and support of Stony Brook Medicine mission, vision, values and strategic objectives.
Exceptional skills in presenting complex concepts before large and small audiences in a clear, concise and easily understandable manner.
Fluent in the Microsoft Office suite including Word, PowerPoint, Outlook and Excel. Embraces and optimizes the use of technology.
A certificate in health compliance or be a Certified Public Accountant
Prior participation in third party audit reviews.
Prior experience in a complex integrated healthcare delivery system or academic medical center is strongly desired.
Prior experience working in a union environment and familiarity with collective bargain agreements.
