Central Virginia Electric Cooperative is looking for an experienced accountant to provide accurate accounting and supporting documentation for all capital and construction related expenditures. This position is also responsible for Electric and General Plant records Maintenance, Leases, and Depreciation. Assimilates financial data necessary to ensure that loan funds are available when needed. Collaborates with Engineering and Operations departments on work order-related matters when necessary.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Maintains all work order records.
Assigns work order numbers for blanket work orders monthly.
Converts all units of property from staking sheets and inputs data into work order software for all blanket work orders.
Evaluates material, labor, overhead and direct charges to ensure all charges are accurate.
Determines all coding for work orders to assure financing from RUS and other lenders.
Maintains records for removals to plant for Special Equipment and updates Asset Tracker.
Maintains subsidiary ledger of Continuing Property Records and reconciles with the general ledger monthly.
Monthly balancing of Work in Progress with general ledger.
Tracks work plan budget and costs on all individual work plan projects and works with Finance & Accounting Manager to analyze projects significantly over budget.
Communicates work plan budget v. actual findings and analysis with Management.
Maintains spreadsheets and reconciles all reimbursements for payments from consumers for line extensions, usage, and developer refunds in accordance with the Cooperative's Terms and Conditions. Assist consumers with questions concerning refunds.
Analyzes stale work orders and usage refunds and collaborates with Engineering and Operations to capitalize, refund, and write-off appropriate charges.
Prepares various reports for the month close process such as: Unitization and Distribution, Summary of Retirement Work
Orders, including net loss, all invoices, contribution in aid, Form 219, and all refunds for construction cost jobs
Maintains a monthly spreadsheet for the State Corporation Commission property report: poles, wire and streetlights by County and additions and removals to the Sub Station Account.
Prepares information from work orders for engineers/staking technicians in support of work plans.
Responsible to pull work orders for review for inspections upon month-end close. After review and corrections made, these are sent to inspection vendor for sign off.
Prepares Form 219 for Board approval when returned from inspection vendor; prepares Special Equipment Summaries for RUS, submits financial documents to RUS for funding purposes.
Provides necessary documentation for reimbursement of damages through FEMA and participates on team that interacts with FEMA staff to develop cost data.
Determines cost for Engineering for all work plans, cost of service studies, and the Standard Cost per Foot calculations used for line extensions also creates standard unit cost for engineering.
Tracks open work orders to make sure jobs are completed in a timely manner.
Sets up new work plan in the work order system.
Ensures transformer inventory matches what is in Asset Tracker database. Create Service Order record on any discrepancies and updates Asset Tracker.
Assists Chief Financial Officer and Finance & Accounting Manager with calculating fiber leases to subsidiary.
Maintains all leased circuit documents and records all interest, depreciation, and markups billed to subsidiary monthly.
Assists Finance & Accounting Manager and Financial Analyst with subsidiary intercompany billings/receipts and reconciliations for monthly invoices, payments, and leases.
Records all general plant purchases, sales, disposals and reconciles all general plant activity and reports to general ledger.
Calculates gains and losses on sales and disposals of all general plant assets.
Prepares annual personal property tax report and works with State Corporation Commission on any audit-related inquires concerning personal property.
Creates reports, metrics, and dashboards related to capital projects and plant accounting.
Assists Finance & Accounting Manager with external audit and consulting requests related to plant and work orders.
Performs special projects as needed.
Backup for posting payment exceptions when needed.
EDUCATION AND EXPERIENCE:Bachelor's degree in accounting, finance or business required; and four years of accounting experience: or equivalent combination of education and experience.
KNOWLEDGE, SKILLS & ABILITIES
Microsoft Office suite
Ability to work effectively with employees and the public.
Good oral and interpersonal communication skills.
Knowledge of RUS specifications for overhead and underground construction standards.
Experience in the interpretation of construction drawings and/or map reading.
Utility construction bookkeeping experience.
