Drew Charter School is a dynamic organization with an annual operating budget of approximately $38M. The largest spend categories are instructional support, facilities and capital maintenance, technology, and administration. The Manager of Strategic Sourcing and Procurement will be an experienced leader who enjoys both the strategic and tactical aspects of spend management. The person in this role will build significant, long-standing relationships by collaborating effectively with peers within the organization and various business partners. This position serves as the senior purchasing officer for Drew Charter School and has responsibility for the development and execution of procurement services to maximize the value received and minimize cost while maintaining compliance with federal, state, local, and school guidelines. The manager will also guide all sourcing efforts and assist in identifying potential suppliers to support all internal stakeholders. The manager will develop, prioritize, and implement a long-term spend management roadmap to include sourcing, supplier management, and efficient procurement services.
Prioritize, develop, and lead spend management strategies to sustainably improve total cost, quality, risk, revenue, and efficiencies in our procurement process.
Develop and supervise RFQs, RFPs, and other solicitation documents based on sourcing strategies following school guidelines and state/federal laws to ensure vendor selection meets the school's needs and is cost-effective.
Develops and continually refine the procurement strategy, processes, procedures, and systems that incorporate best practices. Ensure the school district receives the best value, efficiency, and effectiveness in meeting its sourcing needs.
Works with the Finance Manager to ensure accurate coding of expenses; provide support during fiscal year-end and audit of financial statements.
Collaborate closely with Accounts Payable to streamline vendor onboarding and ensure services and goods are paid for accurately and timely.
Collaborate with employees at all levels to ensure compliance with internal procurement policies.
Ensure appropriate processes are in place to ensure certificates of insurance are maintained for all vendors that will perform work on-site.
Responsible for contract management, including reviewing, creating, negotiating, and executing new agreements on behalf of the school.
Manages the receiving process including quality control inspection and accuracy of goods received/services rendered.
Manages various internal reports including encumbrances, vendor spend and contract reports.
Supervise, train, and mentor staff as required.
Perform other duties as assigned.
Education
Bachelor’s degree in business, finance, or related field required from an accredited US college or university.
Knowledge, Skills, and Abilities
Five (5) years of professional procurement/sourcing experience with at least three (3) years of managerial experience.
Proficient in Microsoft Office Suite.
Ability to multi-task in a fast-paced dynamic environment
Strong project management experience
Ability to work independently as well as in a team environment.
Strong communicator, oral and written.
Preferred Qualifications
Master’s degree in business, finance, or related field.
Experience with SmartFusion.
PMP certification.
Government or school related procurement experience.
Georgia Purchasing certifications or other related professional certifications.
