DEPARTMENT OVERVIEWExtramural Funds administers the post award accounting for approximately 1200 contracts and grants. The team manages agency billings and accounts receivables, creates and submits agency and UCOP reports, ensures compliance with cost accounting standards, university and agency regulations and guidelines, and advises on extramural fund issues.
JOB SUMMARYUnder the general supervision of the AP/EMF Accounting Director, the incumbent is responsible for the direct supervision of the Extramural Funds (EMF) General Accountant 3 staff, award management and distribution, developing efficiencies in the processes for the GA3 Team, and project work as assigned. The incumbent uses advanced accounting concepts and organizational objectives to resolve highly complex issues. Regularly works on highly complex accounting assignments that are of diverse scope requiring analysis of identifiable factors using multiple accounting and financial sources. Demonstrates good judgment in selecting methods and techniques for obtaining solutions, completing analysis and developing recommendations. Normally receives little instruction on day-to-day work, with general instructions provided on new or unique accounting assignments. Interacts with senior internal and external contacts on matters of some significance to the accounting organization.

JOB DUTIES60% - Responsible for the accounting, financial reporting, and billing of various federal, state, and private extramural awards. Within these responsibilities:
- Thoroughly reviews and appropriately allocates all awards into the UCSC Fianancial Information System (Banner).
- Prepares financial reports, letters of credit, draws, and invoices for Extramural Awards in compliance with award, University, and federal requirements.
- Ensures compliance with the UCSC Effort Reporting System and UCPath reports.
- Performs general ledger reconciliations and prepares adjusting journals to be entered directly in the FIS.
- Collects and tracks receivables and prepares refunds to award sponors when necessary.
- Works with campus departments to eliminate fund overdrafts and closeout awards in a timely manner.
- Works with campus departments and awarding agencies to ensure timely collection of billings and, if necessary, initiates collection proceedings.
- Reviews and interprets provisions of federal, state, local government and private Extramural Awards.
- Coordinates efforts between campus departments, awarding agencies, and other university offices to ensure compliance with University and sponsoring agency policies and procedures.
- Prepares interim and final financial status reports for contracts and grants according to relevant state, federal and private agency terms and conditions by working with campus departments to ensure accuracy and completeness of final financial reports.
20% - Assists the AP/EMF Accounting Director with establishing unit goals and objectives consistent with Financial Affairs, divisional and campus objectives, and works with staff to achieve them.
- Ensures that unit staff consistently perform their duties in a manner consistent with campus and University objectives.
- Implements applicable UC and campus policies, and state and federal regulations.
- Provides staff with appropriate guidance, mentoring, and professional development opportunities.
20% - Performs analysis of difficult accounting issues and provides possible solutions to the AP/EMF Accounting Director.
- Assists in special projects and provides recommendations to other staff on their specific issues as described by providing knowledge and expertise as needed.
REQUIRED QUALIFICATIONS - Bachelor's degree in related area or similar level of work experience.
- Advanced knowledge of accounting function.
- Ability to extract, verify, and compile accounting information from multiple sources to complete work assignments.
- Advanced ability to effectively present complex accounting and finance related information in writing.
- Advanced ability to effectively present complex accounting and finance related information verbally.
- Advance experience using financial transactions and systems, as well as related policy, accounting, and unique regulatory compliance requirements.
- Advanced knowledge of common desktop / web applications.
- Advanced knowledge of analytical procedures used in accounting project of complex scope.
- Understanding of the interrelationship between procedures and desired results.
PREFERRED QUALIFICATIONS - Professional certification preferred.
