Job Summary:
The Director of Resource Management and Budgeting is an integral part of Furman University's Finance & Administration division providing leadership in the development and monitoring of budgets and the university's resources to ensure that they are used in the most impactful ways and exercising good stewardship. This position oversees a team of Finance professionals that supports budgeting, purchasing, procurement, credit card programs, travel, and other financial systems. The Director of Resource Management and Budgeting evaluates business operations, internal controls, and policies and procedures that keep the university's fiscal operations in line with best practices and innovative solutions.
Job Description:
Responsibilities:
Directs the development and implementation of the university's budgets, including operational, compensation, restricted and capital budgets.
Project manager who coordinates and collaborates with university departments to assemble a comprehensive university operating budget.
Assembles budget materials and annual internal budget book for the administration, Financial Health and Resource Committee members, and Trustees for their review and approval.
Provides leadership for a wide range of complex budget and financial responsibilities including tracking budget to actual reporting throughout the year, monitoring variances.
Assists with the development of financial planning for the university's strategic plan with particular attention to estimating revenues and expenses associated with new initiatives.
Assists with the development of the university's long-range financial planning, assisting with various budget models to analyze financial impacts of operational changes, new programs/department creation and strategic hiring plans.
Implements budget controls policies and manages requests for budget amendments.
Develops meaningful internal financial reporting.
Ability to understand and communicate to all levels the links between university resource allocation/budgeting, fund accounting and GAPP reporting.
Manages Accounts Payable Manager and Fiscal Operations Analyst who oversees the administration and management of the university's credit card and other payment programs.
Establishes policies and guidelines for the university's travel program and ensures that the policies and guidelines are up to date, meet the current needs of the university, and are in compliance with applicable laws and IRS regulations. Monitors travel policy compliance and provides strategies to increase compliance.
Supervises capital asset accounting and capital project budgets.
Supports internal and external auditing - may also assist with investigations and instances of non-compliance with university policies and establish regulations.
Stays abreast of developing and changing sources for products and services and stays informed of new developments that may be useful to the university in increasing efficiencies.
Supervises University's procurement function, including purchasing, contract review, and management.
Supervision:
- Provides support and direction to five direct reports and one indirect report, including planning for their professional development and completing annual performance reviews to help them understand job performance expectations and how their work contributes to the success of the division and overall University.
- Reviews work of various team members to ensure accuracy and adherence to university policy, statutory and regulatory requirements, and applicable accounting standards.
Professional Development:
- Pursues professional development to keep pace with demands for services and information, including maintaining up-to-date information about the department and university.
Performance Review:
- Completes performance review process with supervisor/direct reports to understand job performance expectations and how they fit into the department and university goals.
Other Duties:
- Performs other duties as assigned. Relationships:
- Daily contact with members of the financial services department and immediate supervisor to plan, coordinate, problem-solve, present information, and make suggestions related to mutual goals.
- Frequent contact with all offices across campus to plan, coordinate, and problem-solve present information and suggestions.
- Regular contact with outside organizations to exchange factual information and explanations of rules, regulations, practices, or functions
- Occasional contact with University's President and senior leadership team to present information and discuss mutual goal
Responsibility for Final Decisions:
- Direct supervision of five employees, including Senior Budget Analyst, Budget Analyst, Accounts Payable Manager, Director of Procurement, and Fiscal Operations Analyst.
- Reviews work to ensure compliance with procedures and deadlines
- Tasks involve multiple procedures with interrelated processes or steps. Work involves choosing the appropriate option or procedure to follow and applying established rules and procedures
- Errors may cause inaccuracies in reports, records or data resulting in dissemination of inaccurate or incomplete information
- Work is performed independently except where the interpretation of law, policy, rule, complex procedure or request for exception is required
Reports To: Associate Vice President of Finance
Minimum Qualifications:
- Bachelor's Degree with seven or more years' experience in accounting
- Commitment to the value of diversity in the workplace
- Supervisory experience
- Experience with financial systems and advance knowledge of Microsoft Excel
- Ability to effectively communicate, orally and in writing, complex financial information to individuals with varied levels of financial expertise
- Strong problem solving and critical thinking skills
- Strong customer service skills
- Ability to use independent judgment in planning and controlling non-routine activities and providing timely follow-up when needed
- Strong reputation of integrity, honesty, and confidentiality
- High level of accuracy and strong attention to detail
Preferred Qualifications:
- Certified Professional Accountant (CPA) or Master's Degree in related field strongly preferred
- Experience within a university environment
- Passion for innovation and continuous improvement
- Experience building collaborative relationships to achieve common goals
Work Conditions:
- Work is performed under usual office conditions with long periods of working at a desk and in front of a computer screen.
- Work involves deadlines, interruptions and handling multiple tasks.
