JOB SUMMARY
Reporting to the Vice Chancellor, University Relations, the Executive Director (ED) of Finance and Operations provides leadership in business and financial operations; human resources; space planning and facilities management; and central administrative support. The ED leads efforts in planning, organizing, allocating, and controlling the financial and human resources needed to meet University Relations and campus program goals and objectives. The ED serves as a key thought-partner with UR leadership, ensures smooth and timely divisional operations and, in partnership with the Sr. Director of Human Resources and Talent Development, oversees activities and initiatives that support employee learning and growth.
The ED serves as Controller/Treasurer of the UC Santa Cruz Foundation and Alumni Council: the Foundation is a separately incorporated nonprofit benefit corporation with over $150 million in assets, organized to accept and administer gifts of cash, securities, real and personal property in support of the university and directed to the UC Santa Cruz Foundation as its steward of investments. The ED provides high level support to the Chairs of the Finance and Investment Committee and Audit Committee of the Board of Trustees of the Foundation.
The ED supervises the financial staff who are responsible for University Relations finance and budget functions as well as the UC Santa Cruz Foundation and Alumni Council. The ED works with staff to manage the permanent divisional $20+ million budget as well as developing and managing the capital campaign budget.
The ED recommends changes to policies and establishes procedures that affect University Relations and the Foundation. The ED works on complex issues of diverse scope where analysis of situation and/or data requires evaluation of a variety of factors, including an understanding of current business, financial, and investing trends. The ED provides guidance to subordinates to achieve goals in accordance with established policies. Erroneous decisions or failure to achieve goals results in additional costs and personnel, serious delays in schedules, and misstatement of divisional, campus, and Foundation financial positions.
Under the direction of the UC Santa Cruz Foundation's Board of Trustees and Administrative Leadership, the ED develops objectives and manages the activities of over $150 million of assets of the UC Santa Cruz Foundation and campus gifts with a broad scope of specialized accounting functions including: endowment and trust accounting (over 370 funds affecting campus-wide departments), approximately $55 million in monetary transfers a year, daily cash management, valuation of balance sheet assets, and general accounting. Currently the Foundation's assets are directly invested under the management of the Chief Investment Officer of the Regents of the University of California. The ED coordinates the external audit of the Foundation as part of a UC-wide contract to annually audit each of the UC's foundations, collaborating with the Foundation Accountant to provide testing material, documentation and analyses for use by the external auditors.
Requires expert knowledge in analyzing and understanding technical, legal, and financial documents; financial reporting, audit and tax requirements; interpreting and recording investment and trust activity. Problem solves with campus-wide departments UCOP Treasurer's Office, Campus Central Accounting Offices, and Fund and Gift Administration Departments. Directly works with and coordinates activity with external business partners including Custodian banks and Investment Managers, Trust Administrators, External Auditors and tax consultants. The ED has responsibility for the Foundation financial systems and their integration with campus and UC financial systems.
In addition to the above mentioned, this position requires strong managerial and leadership skills as well as expert accounting knowledge and professional experience for developing processes and procedures to ensure account standards and practices are in compliance with GAAP, GASB, Statements on Auditing Standards (SAS) and the Uniform Prudent Management of Institutional Funds Act (UPMIFA).
APPOINTMENT INFORMATION
Budgeted Salary: $142,100 - $160,000/year. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary above the posted range. The salary shown above is the budgeted range the University reasonably expects to pay.

JOB DUTIES
30% - UC Santa Cruz Foundation Controller/Treasurer
- Foundation Senior Support - serve as primary Foundation financial liaison between the campus and Board of Trustees; responsible for timely, accurate recording and reporting on the financial activities of the Foundation and responsible for the proper discharge of the Foundation's fiduciary obligations. Provide senior staff support to Investment & Finance and Audit committees of the Board of the Trustees, including attending quarterly meetings, assisting with the development of the agenda and oversight of the preparation of investment performance and asset allocation reports, balance sheet and income statements, and other ad hoc reports for the Committee and Board review; implement the decisions of the Investment and Finance Committee, involving the investment and management of short-term cash and the prudent investment of approximately $150 million in endowment funds. Manage annual audit preparation for Foundation external auditors.
20% - Divisional Budget
- Maintain the integrity of the divisional and Foundation budget reporting and tracking systems through supervision and oversight of budget and fiscal staff and protocols; function as chief budget liaison for resource allocations. Manage the $20+ million annual operating budget that integrates the eight departments of UR, variable fund sources, and the separately incorporated UC Santa Cruz Foundation (assets of $150 million). Work with divisional budgetary staff to develop annual divisional budget requests, respond to ad-hoc requests for funds from department manager, which impact the budget. Propose budget allocations based on UR and campus program goals and objects for approval by the Vice Chancellor.
20% - Divisional Human Resources
- Work with Senior Director of HR and Talent Development to deliver an effective human resources program including recruitments, appointments, merits, promotions, leaves, salaries, records access and labor relations, ensuring actions are consistent with established campus and UC policies and guidelines and with divisional practice and precedent. Work with UR management and campus units to interpret policies and procedures, designs and implements processes, resolves problems and provides consultation and analysis for various human resources programs and issues. Oversee the Staff Award and Recognition Program including award allocation and tracking. This program includes the Incentive Award Program, Local Award Program and the Student Employee Recognition Award Program (SERAP).
20% - Divisional Operations
- Oversee establishment of goals, performance standards, operating policies and procedures, and evaluation of divisional budgetary and financial processes. Coordinate divisional Remote Forward policies and practices. Identify, integrate, and provide strategic direction and planning for divisional resources, and conduct analytical studies on a wide- range of financial, administrative, personnel and operational activities, programs and proposals. Oversee the maintenance of delegated signature authority and system access forms. Plan for University Relations space needs, both on and off campus. Evaluate current space needs and make recommendations for future needs, making accommodations for current and proposed new staffing. Work with staff to manage and oversee large facility moves on behalf of University Relations. Serve on various campus committees to represent UR's interests and strategic plans.
10% - UC Alumni Council Controller
- Collaborates with Foundation and Alumni Council Accountant to support financial processes of Alumni Council including maintaining checkbooks, bank accounts, and investments; reconcile bank statements; determine disposition of funds; prepares General Ledger reports; coordinate Alumni Council financial review with external CPA firm; and prepares tax forms.
REQUIRED QUALIFICATIONS
- Bachelor's degree in related area and / or equivalent experience / training.
- Strong demonstrated leadership ability with ability to manage a complex program and also interact effectively with staff at all levels within the university. Strong customer service focus.
- Extensive knowledge of human resources policies and generally accepted accounting principles, fund accounting, financial reporting, internal control systems, cost accounting, and budgeting and financial analysis, preferably in an institution of higher education.
- Strong strategic thinker with ability to examine issues and plans, and develop analysis with a long-term perspective. Knowledge and firsthand experience in continual process improvement and system analysis. Proven ability to establish proper internal controls, and create effective systems and procedures for business transactions.
- Successful experience identifying and solving challenging budgetary, financial, human resources, and management-related problems, with the ability to provide concise, incisive information to multiple units, senior management and the Vice Chancellor.
- Excellent interpersonal and verbal / written communication skills to interact effectively and maintain a good working relationship with a diverse group of individuals at all levels of the organization.
- 7-10 years experience in financial policies, practices and systems; budgeting and reporting techniques; fund accounting; human resource planning; accounting and bookkeeping.
- Demonstrated negotiation skills.
- Advanced computer skills, including but not limited to Word, Excel, Access, Power Point, Adobe Professional, general ledger systems, financial systems, Client Relationship Management systems, and reporting tools.
- Significant experience in financial statement preparation and analysis.
- Significant experience with general ledger accounts, funds, and sub-funds; and providing external auditors with complex account and fund analyses within time-sensitive constraints.
- Experience with audit procedures and government reporting requirements for non-profits.
- Demonstrated experience and knowledge in securities, investments, including knowledge of asset types and classifications, valuation techniques, calculation and understanding of rates of return.
- Ability to maintain security of Foundation and Alumni investments and confidential donor information.
PREFERRED QUALIFICATIONS
- Experience in a university or nonprofit setting, knowledge of GASB and nonprofit budgeting.
- Experience with a nonprofit general ledger accounting system.
SPECIAL CONDITIONS OF EMPLOYMENT
