NASTAD serves as the Systems Coordination Provider (SCP) for the 47 Ryan White HIV/AIDS Program (RWHAP) Parts A and B jurisdictions funded by the Health Resources and Services Administration (HRSA-20-078), as part of the Ending the HIV Epidemic: A Plan for America (EHE) initiative. As part of this work, NASTAD develops tools and resources to support health departments in EHE Phase I jurisdictions to improve coordination across health systems and collaboration with key stakeholder groups.

Job Description
The Manager, Finance & Accounting is a key member of the finance and accounting team. This position will work closely with the Controller, Finance & Accounting on month-end and year-end close processes and company financial reports in accordance with Generally Accepted Accounting Principles (GAAP), uniform administrative guidance requirements (UG), and cost principles and audit requirements for federal awards. The right candidate will: 1) have strong accounting, analytical, and problem-solving skills; 2) takes initiative and operate independently with minimal direction; 3) possess demonstrated experience with federal grant accounting; and 4) be a team player.
Essential Duties

- Support and back-up the Controller with the month-end and year-end general ledger closing procedures • Prepare quarterly and annual federal financial report
- Manage the financial requirements of a portfolio of NASTAD’s project finances, including actual vs. budget reports, external reports to donors, invoicing, etc.
- Process payroll and benefits journal entries promptly, ensure accuracy of staff allocations and reconcile the withholding and other payroll liability accounts
- Facilitate the complete and accurate posting of all cash receipts and revenue recognition entries • Prepare/review reconciliations for significant balance sheet accounts and various other general ledger accounts
- Review and approve accounts payable postings and payment batches for timely release of funds • Manage Accounts Receivable (A/R) including following up on delayed payments.
- Contribute to the annual audit, 990 tax filing, and 1099 processes.
- Assess current practices and procedures and make recommendations for improvements
