The Southwest Public Power Agency, Inc. (SPPA) DIRECTOR of ACCOUNTING & ENTERPRISE SERVICES (Director) serves as the Chief Financial Officer and Accountant for SPPA and reports directly to SPPA’s General Manager (GM).
The Director will address time-sensitive and urgent matters related to complex financial and operational issues and must adhere to the highest ethical and moral standards with a priority to transparency.
The Director is responsible for the coordination and management of all of SPPA’s financial activities including accounting, account payables/receivables, finance, budgeting, insurance policies, financial policies and the development and enhancement of relationships with legal counsel, financial institutions and external auditors.
These responsibilities inherently include ensuring financial transactions, reports, are completed and delivered to SPPA, its Board of Directors and associated committees, and member utilities in a timely and accurate manner and SPPA’s policies and procedures align and comply with applicable Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and Financial Accounting Standards Board (FASB) regulatory requirements.
Additionally, the Director will be responsible for ensuring that SPPA’s administrative responsibilities including the scheduling of board and committee meetings, drafting and posting agendas, drafting and finalizing meeting minutes, etc. are performed in a timely and accurate manner.
As SPPA evolves, this position may become responsible for developing funding strategies required to support SPPA’s long-term business and capital plans.
MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a Bachelor’s Degree in Accounting is required. A Bachelor’s Degree in closely related fields that include coursework in Accounting and/or Finance that prepares an applicant for this position in combination with applicable professional experience and training can also meet this requirement.
A minimum of five years of full-time, progressively responsible professional level employment in accounting, auditing, finance, budgeting, tax, or closely related financial activity is required.
PREFERRED QUALIFICATIONS
Professional level employment in the Energy Utility Industry.
Master’s Degree In Business Administration, Public Administration, Finance, Accounting or related fields from an accredited college or university.
Certified Public Accountant (CPA) or Certified Government Finance Officer (CGFO).
Able to demonstrate a strong understanding of finance and business concepts and practices; extensive knowledge of information systems (such as Financial and Enterprise Resource Planning (ERP) Software), auditing, finance, accounting, budgeting, and cost control principles including Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and Financial Accounting Standards Board (FASB).
Able to analyze organization-wide financial matters, write financial reports, convey and present complex fiscal matters verbally and in writing to governing boards and community groups.
