This position exists to direct the fiscal management program in the Minnesota Department of Natural Resources, Division of Forestry. In this capacity, the position is responsible for providing technical and supervisory financial support to carry out policies and programs; to direct, administer and control fiscal activities of accounts payable, revenue processing, and contract management within the DNR. Primary work location will be in St. Paul, with option to telework part-time.
Job duties include, but are not limited to:
- Directs all accounting functions of the department, agency, or institution so that adequate financial records and fiscal controls are maintained.
- Provides supervisory and high professional skills for the financial operation of the department consistent with the appropriate state and federal laws and regulations so that state and federal funds are utilized and expanded in the most efficient and effective manner.
- Provides coordination with other state and federal agencies relating to financial matters so that the department head and agency controller are informed as to matters pertaining to policies, procedures, and programs which may have an effect on the financial operation of the department.
- Develops authorized department budgets and financial plans, goals, and objectives for review and approval by the agency controller and the department head so that maximum use will be made of financial resources.
- Consults with and advises the department head, managers, supervisors, and the agency controller on financial policies and procedures, organizational changes, and interpretation of financial data and reports to ensure efficient and effective fiscal management.
Minimum qualifications
- Five (5) years of advanced professional experience in accounting, including at least 3 of the following major areas: accounts payable; accounts receivable; incoming grant administration; outgoing contract administration; budget development and monitoring; procurement. Bachelor’s degree in accounting, finance, business, public administration, economics or a related field may substitute for one (1) year of experience.*
- Experience preparing analyses and interpreting complex financial reports using enterprise resource systems and business intelligence software
- Two (2) years supervisor or lead work experience demonstrating ability to direct work, manage conflict, hold employees accountable, and support growth and development
- Experience applying critical analysis to audit, research, and resolve complex financial issues
- Knowledge of government accounting, auditing and reporting requirements sufficient to ensure financial operations comply with all applicable laws and standards.
- Experience and ability to effectively research, interpret, and implement complex financial policies and procedures
- Knowledge of internal control frameworks and best practices sufficient to conduct risk assessments and revise procedures to minimize risks.
- Experience implementing procedures to increase efficiency and effectiveness while maintaining strong internal controls.
- Ability to train and motivate staff to perform jobs effectively.
- Written and oral communication skills sufficient to communicate policies, procedures and standards effectively and to maintain effective working relationships with managers, public, and employees.
