JOB SUMMARY:
Reporting directly to the University President, the Vice President of Administration and Business Affairs is a member of the executive team that is responsible for the administration, operation (or management/leadership) and direction of the Administration and Business Affairs (ABA) division. The Vice President serves as the Chief Financial Officer and the Contracting Officer of the university and the Treasurer of the SVSU Foundation. Units that report to the Vice President include auxiliary services (including The Conference Center, Housing, Dining Services, SVSU Bookstore), business and financial services (Controller’s Office, Campus Financial Services Center, Business Services and Logistics), facilities management (including custodial, grounds, maintenance, planning, design, and construction), and information technology services.
ESSENTIAL DUTIES & RESPONSIBILITIES:
- Direct the activities of the ABA division, including budget development and management, facility and auxiliary operations, technology services, personnel supervision, planning, program and staff development and evaluation. Analyze activities, cost, and operations to determine the division’s progress toward stated goals and objectives.
- Ensure that ABA policies are appropriate, current, and consistently applied.
- Implement a business and financial infrastructure that promotes financial stability and maximizes University resources, while maintaining compliance with local, state, and federal audit policies, procedures, laws, and regulations.
- Develop and implement procedures governing finance-related activities, which when followed, will ensure compliance with accepted auditing principles.
- Coordinate and implement the issuance and administration of university bonds and other long-term debt.
- Approve and enter into contracts on behalf of the University in accordance with Board of Control and university policies and procedures. Administer the funds of federal, state or other sponsored programs.
- Develop and oversee the implementation of the University’s master facility plan, capital program, building renovations, contracting, and construction.
- Safeguards university assets and evaluates asset use to ensure maximum current and long-term benefits.
- Work with various University departments and divisions and provide them with guidance in all matters within the area of responsibility.
- Work with General Counsel on labor relation activities of all appropriate groups.
- Remain current in business and financial operations management trends and best practices.
- Actively represent and communicate a positive public image to constituents including students, employees, and the public.
- Communicate the vision and mission of the Administration and Business Affairs Division to all members of the University community and coordinate that mission to the University’s stated mission.
- Serve as a member of the President’s leadership team to provide strategic direction to fulfill the mission of the university and participate in formulating and administering University policies. Maintain strong working relations with the president and members of the leadership team.
- Provide visionary, ethical, and strategic leadership in maintaining the financial integrity of the university.
- Responsible for oversight of the Operations Manual and vetting of policies.
- Responsible for investing university and SVSU Foundation assets in accordance with the respective Investment policies and chair the Finance and Investment Committee.
- Represent the University on university, community, state, and national committees.
- Serve as chair of the university retirement committee.
- Serve as a member of the Crisis Management team.
- Serve as Treasurer to the SVSU Foundation.
- Perform other duties as assigned.
SUPERVISION RECEIVED:
General supervision received from the University President.
SUPERVISION EXERCISED:
Supervises the Administration and Business Affairs staff and is responsible for the overall direction, coordination, and evaluation of the division.

MINIMUM QUALIFICATIONS:
- Master’s Degree, with a preference for an MBA or other related degree.
- At least eight years of progressively responsible administrative and/or financial management experience including fiduciary, budgetary and financial reporting.
- Superb interpersonal and communication skills.
- Demonstrated ability to build and lead effective, diverse management teams.
- Proven ability to work effectively in a shared governance and collective bargaining environment.
- Demonstrated skills in strategic and tactical budget and financial planning and policy development, problem solving, and risk management.
- Must have the ability to work positively and effectively with the academic community, public officials, media representatives and the public.
- Must be a team builder who is highly motivated, self-starter and dedicated professional who has demonstrable commitment to service, support of the academic mission and continued advancement of the University.
- Experience and ability to interact positively with a diverse campus community.
- Ability to perform the essential duties of the position with or without accommodations.
PREFERED QUALIFICATIONS:
- Ph.D. or Ed.D.
- Certified Public Accountant (CPA)designation or other appropriate certifications.
- Administrative and/or financial management experience in higher education institution(s).
