The purpose of this class is to oversee all aspects of the accountingadministration for the Community College of Baltimore County,federal, state and local grants as well as assisting with general operations accounting.Bachelor's degree required; CPA or Master?s degree preferred. A minimum of four (4) years of current professional accounting experienceis required. Knowledge of accounting standards and principles as they relate to all areas assigned. Experience in grant compliance and automated accounting system experience.
Providing timelyand accurate financial information and advice to management and staff.
Monitor and ensure compliance with federal, state, local and special program reporting requirements for grant activities.
Audit and approve documents for accuracy and adherence to College policy and federal, state and local guidelines.
Provide institutional oversight b monitoring all grant activity (i.e., reviewing expenditures and cost transfers for allowability, allocability, and reasonableness), and appropriate recording of expenses to sponsor projects and the general ledger in order to ensure compliance with generally acceptable accounting principles (GAA) and sponsor reporting requirements.
Prepare budget forecasts and revenue and expense trend analyses.
Prepare, analyze and provide reports for management, external auditors and government agencies.
Serve as expert on Uniform Guidance and other regulatory rules and apply expert knowledge and interpretation of regulatory provisions to all facets of post-award grant administration, ensuring compliance.
Perform processes to generate time and effort certifications consistent with OMB Uniform Guidance for faculty and others devoting effort to sponsored awards.
Develop and maintain policies, procedures and business processes to ensure compliance with federal, state and other regulatory bodies governing financial grant compliance.
