Job Summary
The Chief Financial Officer of the DHMP (CFO) with minimal supervision, oversees and manages the Medical Plan's overall financial plans, policies, accounting practices, and statutory reporting.
The CFO collaborates with the business to predict and improve upon financial results, coordinates and balances the budget for Managed Care and monitors for adherence. Supervises the DHMP Finance Department and ensures the Medical Plan's finance function is compliant with all regulatory, auditing and accounting requirements. Develops and monitors system of internal financial controls. Coordinates and negotiates, as applicable, all non-provider contracts.
Essential Functions:
Strategy and Planning Lead the development, evaluation and attainment of short and long-term strategic financial objectives. Partners collaboratively with DHMP stakeholders to provide insights, data, and coaching to ensure leaders understand key financial foundation of our products. Identify opportunities for savings and returns on investments (10%)
Financial Reporting Maintain the general ledger chart of accounts, income statement and trial balance for DHMP and DH Medicaid Choice.
Create month-end financial statements in accordance with GASB and Statutory Accounting Principles, and create management reports, discussions, and graphs.
Prepare and file a Quarterly Financial Statements, and an Annual Statement, in accordance with statutory Accounting Principles as promulgated by the *National Associate of Insurance Commissioners, for DHMP. Prepare and file annual Risk Based Capital (RBC) requirement calculations.
1099 Reporting - Issue 1099s to providers, companies, contractors, and the IRS, file documents within the stated IRS deadlines. (10%)
Budget Development and Management Direct and coordinate the annual financial planning and budget functions of DHMP including but not limited to developing budget drafts, re-forecasts, position management and expenditures and report monthly on actual results compared to budget. (10%)
Compliance and Audit Direct financial audits, regulatory audits of financial statements and respond to audit findings. (10%)
Actuarial Interface with the consulting actuaries to complete IBNR reserve setting for regulatory compliance and financial recording, rate setting and filings, analyses of proposed initiatives, Medicare RAPS reporting, and annual audits. Prepare rate filings and annual rate reports that are complete, correct and timely submitted. (10%)
Reinsurance Oversee all aspects of the reinsurance process including Negotiating for sufficient reinsurance coverage for DHMP and DH Medicaid Choice, ,making payments, maximizing claim recovery, etc. (10%)
Contracting Initiate the contracting process for all Managed Care Division non-provider contracts in accordance with DHMP and DHHA policies. Work collaboratively with DHHA Legal Department and/or DHHA Purchasing to ensure timely completion of contracts with all regulatory compliance. (10%)
Internal Controls Develop and monitor a system of internal financial controls, processes and procedures. Supervise the set-up of all vendors in the Lawson accounts payable system to facilitate claims adjudication and 1099 reporting. (10%)
Tax Returns Prepare and submit, or review an external vendor?s preparation and submission of the DHMP form 990 Tax Return. Ensure returns filed within the required time frame, include all required disclosures, and are provided for public inspection as required. (5%)
Staff Management (5%)
DHMP Board Support Prepare DHMP Board Meeting Packets regarding financial performance. Supervise the DHMP bank and investment reconciliation process, Work with the DHHA Senior Financial Analyst/Treasury record financial and banking transactions. Prepare Management Discussion and Analysis documents. Supervise the DHMP Finance Committee meeting, establishing the schedule for the meetings, and providing all documents for the meeting, the agenda and the minutes. (5%)
Membership Assist in resolving differences in enrollment between DHMP and Career Service Authority DERP and DHHA, Supervise the CHP membership reconciliation. Work with Information Systems and HCPF to reconcile and settle membership and capitation on DH Medicaid Choice. (5%)
Education:
Master's Degree required.
Work Experience:
10+ years of experience in financial management and reporting required and
4-6 years of supervisory experience in managing a team of financial and accounting professionals required and
Health insurance industry experience strongly preferred.
Licenses:
CPA-Certified Public Accountant - AICPA - Association of International Certified Professional Accountants preferred but not required.
Knowledge, Skills and Abilities:
Comprehensive knowledge of NAIC Statutory Accounting Practices and all state and federal insurance rules and regulations.
Excellent interpersonal and presentation skills, and experience in presenting financial data and results in a concise and professional manner. Superior skill in creating PowerPoint and Excel presentations and can speak confidently before executive leadership and the Medical Plan?s Board of Directors and Finance, Audit and Compliance Committee.
Ability to perform duties and responsibilities promptly and consistently with little direct supervision in planning and organizing work. Ability to judge the appropriate action in response to changes, circumstances or problems. Ability to use a variety of spreadsheet applications and core financial systems. Demonstrated experience in managing a large staff of finance professionals.
Proficient with Microsoft products and Tableau data presentation tools and expert in Microsoft Excel.
