As the Assistant Controller, you will assist in the day-to-day management of accounting and grant functions for the Airports Authority.
Serves in the Department of Accounting in the Office of Finance at the Headquarters Office.
Assists the Controller in managing accounting and grant functions. Performs a full range of professional accounting duties and responsibilities for accounting, grant, and debt compliance issues and operations. Maintains accounting systems and accounts for large, complex activities. Performs related functions.
GENERAL RESPONSIBILITIES
Directs, coordinates, prepares, and reviews the preparation of internal and external financial statements and reports.
Establishes, implements, and enforces accounting policies and procedures. Ensures policies and procedures are up-to-date.
Researches and implements new accounting pronouncements and provides guidance on changes in accounting policies and procedures.
Manages GASB87 accounting and financial reporting requirements.
Ensures compliance and enforces adherence with Federal, state, and local grant requirements.
Manages assigned modules or funds within the enterprise financial management system and other accounting systems. Researches, tests, and recommends the implementation of or upgrade to the enterprise financial management system and other accounting systems.
Serves as backup for the Controller in their absence.
Coordinates with internal and external auditors.
Performs other duties as assigned.
QUALIFICATIONS
Seven years of progressively responsible experience in accounting or auditing, with emphasis on accounting to include accounts payable, accounts receivable, general ledger functions, project and capital asset reporting or payroll.
Four of the seven years of experience must include preparing and reviewing internal and external financial statements and reports.
Knowledge of and ability to apply Generally Accepted Accounting Principles (GAAP); other guides, such as Government Accounting Standards Board (GASB) or Financial Accounting Standards Board (FASB) issuances; and professional accounting practices, methods and techniques.
Knowledge of and ability to apply financial and accounting requirements of accounts payable, accounts receivable, general ledger functions and operations, project and capital asset reporting and payroll.
Ability to manage multiple related accounting domains and identify interdependencies and interactions in specialized accounting domains.
Ability to perform complex analyses of data and information and make recommendations.
Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.
Ability to speak and write effectively,
Skill in using a computer and office suite software, with emphasis on accounting and financial systems/software.
PREFERRED QUALIFICATIONS
Experience as a supervisor of professional-level accounting persons in the public sector.
The Metropolitan Washington Airports Authority is governed by a 13-member Board of Directors with five members appointed by the Governor of Virginia, three by the Mayor of the District of Columbia, two by the Governor of Maryland and three by the President of the United States.
The Airports Authority operates a two-airport system that provides domestic and international air service for the mid-Atlantic region. The organization consists of more than 1,300 employees in a structure that includes central administration, airports management and operations, and police and fire departments.
The Airports Authority is not taxpayer-funded but is self-supporting, using aircraft landing fees, rents and revenues from concessions to fund operating expenses at both Airports. The Dulles Development Program is funded by bonds issued by the Authority, Federal and State Airport Improvement Program funds, and Passenger Facility Charges.
The Airports Authority is also responsible for the operation and maintenance of the Dulles Toll Road, and the construction and funding of the Dulles Corridor Metrorail Project. All revenues collected from the Dulles Toll Road are used to maintain the road, m...ake improvements to the Dulles Corridor and help fund the Dulles Rail project. No Dulles Toll Road revenues are used to fund activities at either Reagan National or Dulles International.
Dulles Rail is a 23-mile extension of the Metrorail system to Dulles International Airport and beyond to Loudoun County. Construction is underway on Phase 1 of the project from the existing East Falls Church Metro station to Wiehle Avenue in Reston with four stops in the Tysons Corner area. Phase 2 will continue the line along the median of the Dulles Access Road through Reston and Herndon to the Main Terminal at Dulles International, and finally, to Route 772 in Loudoun County’s Ashburn area.
