Reporting to the Chief Financial Officer, the Senior Accountant, Budget and Grants, is responsible for managing all pre-award and post-award financial administration for private and government grants. The Senior Accountant, manages grant budgets and ensures compliance with reporting, regulations, federal time and effort certification requirements and required training. Responsible for the preparation of the Institutes’ Facilities and Administrative cost rate and serves as primary contact regarding government financial and compliance audits and the Uniform Guidance audit.
Essential Job Duties
Financial Administration and Compliance
Manages proposal budgets, pre-award negotiation, submission and tracking of government proposals.
Coordinates, administers and prepares reports for new awards within the appropriate documentation and recordkeeping guidelines.
Ensures compliance with federal regulations including federal time and effort certification requirements, required responsible conduct in research training and close out requirements.
Negotiates, prepares, monitors and closes sub awards.
Handles all required financial reports and cash requests.
Prepares the Facilities and Administrative cost rate and serves as primary contact regarding government financial and compliance audits.
Private Funding
Supports the Schools and Development in creating proposal budgets for gifts and grants from private donors and foundations.
Accounts for all private gifts and grants, to ensure accurate and complete accounting of financial data.
Prepares and distributes financial reports.
Partners with Development staff to ensure uniformity between the accounting records and the Development database.
Uniform Guidance Audit
Serves as primary contact for Uniform Guidance audit process.
Prepares and submits the Statement of Federal Expenditures report.
Provides auditors with all requested items, from individual transactions to comprehensive listing of year-to-date detail on each grant.
Monitors and communicates changes made to the Uniform Guidance compliance supplement.
Budgeting
Analyzes revenue and expenditure trends for operating grant budgets (private and government).
Recommends appropriate budget levels, and ensures expenditure control.
Responsible for the annual budgets for all grants in the preparation and maintenance of departmental budgets.
Monitors expenditures, identifies budget variances, and ensures accurate coding of expenses.
Creates budget reports for review and identification of budget discrepancies and variances to ensure timely resolution of issues and concerns.
Accounting Operations
Assists with activities associated with the monthly and annual closing of general ledger grant accounts.
Supports the preparation of annual financial statements in accordance with established procedures, required review and approval process, and submission deadlines.
Interacts and coordinates activities with auditors.
All other duties as assigned by the Chief Financial Officer (10%)
Minimum Qualifications
Bachelor’s degree in accounting, finance or relevant field
Seven years of accounting experience
Proficient with Microsoft Office Suite with expertise in Microsoft Excel
Command of GAAP (Generally Accepted Accounting Principles) and Uniform Guidance regulations
Senior level experience with accounting and financial processes (budgeting, financial closure, reporting, etc.)
Adept in data analysis and forecasting
Systematic and capable of prioritizing responsibilities with a high degree of accuracy and attention to detail
Clear and concise communicator with the ability to present complex information effectively
Preferred Qualifications
Private gift and grant accounting experience in a fundraising organization
Master’s degree
