Job Summary
Under the direction of the Director of Budgets serves as a general supervisor for Financial Planning Department and annual budget process. Performs advanced analytical, reporting and planning functions in support of managerial decision-making. Must possess knowledge of financial reporting and budgeting systems. Supports the Director with the development of annual budget process and oversees others in successful budget completion. Develops and produces ongoing financial reports and analysis for decision-making. Supports the development and maintenance of the five-year financial forecast.
Minimum Job Qualifications
Licensure or other certifications:
Educational Requirements: Bachelor's Degree in Finance, Decision Science, Accounting, or Business Management.
Minimum Experience: 8 years of experience in progressive financial analytics and budgeting as Financial Analyst, Decision Support Analyst, Accountant or other related job.

Job Specific and Unique Knowledge, Skills and Abilities
Advanced understanding of decision support systems and the ability to analyze both clinical and financial information.
Extensive analytical abilities coupled with strong communication skills, both written and verbal. Ability to interact with a wide variety of department managers and oversee the budget process successfully.
Advanced skills and experience in multiple desktop applications (Word, Excel, PowerPoint, Access). Experience with financial budgeting and reporting systems (Budget Advisor, Adaptive, Workday).
Knowledge of financial statements and familiarity with accounting documents. Experience in financial reporting development and interpretation of financial statements for decision-making.
Oversight of the annual budget process. Works with the Director of Budgets to develop annual budget procedures.
Essential Tasks and Responsibilities
Designs, develops, prepares and maintains various analysis and reports for management utilizing advanced functions of spreadsheet and other standard financial and business software.
Reviews, interprets, and analyzes various financial and statistical data as requested.
In collaboration with operation leaders, reviews/monitors monthly financial reports; recommends/develops actions as appropriate.
Evaluates complex accounting and financial reporting issues and makes recommendations for their resolution.
Assists finance management and Business Operations Managers as necessary in conducting analysis and generating special financial and accounting reports.
Evaluates existing procedures in annual budget process and routine financial reporting and provides recommendations for improvement.
Oversees tasks/responsibilities delegated to Decision Support Analysts. Coordinates work done by all finance liaisons for consistent budgeting philosophies and procedures.
Responsible for onboarding and education for new staff in the Financial Planning department. Mentors and develops Decision Support Analysts through coaching where appropriate.
Assists in training all new Finance staff members to the division by familiarizing them with procedures and ensuring knowledge and appropriate application of finance procedures. Provides feedback to Manager along with recommendations for additional instruction or learning.
Works with IT department as necessary to resolve IT issues and enhancement requests for new capabilities.
Appropriately escalates issues and/or concerns to manager in a timely manner.
Performs other duties as assigned.
