The Financial Operations unit is responsible for the financial and budgetary controls and procedures of San Diego State University (the University) and reports to the Vice President for Business and Financial Affairs. The Associate Vice President for Financial Operations has responsibility for Budget and Finance, Contract and Procurement Management, Audit and Continuous Improvement, and the University Controller's Office, which includes Accounting Services, Accounts Payable, Financial Reporting, Student Account Services, and the SDSUcard Office.
The University Controller is responsible for the maintenance of the University's budgetary, receipt, and disbursement (expenditure) general and subsidiary ledgers for all general and self-supporting funds. The University Controller oversees and coordinates the analysis, reconciliation, and reporting of all financial transactions of the University. Additional oversight includes expenditure transactions processed within Accounts Payable; cash receipts, student reconciliations and records, financial aid disbursement transactions and collection activity are all managed by Student Account Services. The University Controller is responsible for internal and external reporting, including Legal/Budgetary Basis, Financial Information Record Management System (FIRMS), and Generally Accepted Accounting Principles (GAAP). The University Controller reports directly to the Associate Vice President for Financial Operations.
Accounting Services is responsible for the analysis, review, recording and reconciliation of all transactional activity received from the sub-ledger modules into the general ledger. Reconciliation of general ledger data is performed on a monthly basis to the highest degree of accuracy. Accounting Services provides assistance to departments, staff and administrators in understanding and resolving any issues with transactions and department level accounts.
Under the general supervision of the Manager of Accounting Services, the Accountant I is responsible for the generation of routine financial reports and statements and/or analysis requiring understanding and interpretation in the application of Generally Accepted Accounting Principles (GAAP), Legal Basis Accounting, and the variety of work assignments. The Accountant I will prepare all University non-student accounts receivable billings and associated reconciliations and reports. The Accountant I will utilize advanced proficiency with current word processing and spreadsheet software programs, web browsers, query tools, integrated financial systems and/or other types of records management systems. The Accountant I will also interpret and follow instructions and policy guidelines; analyze financial and statistical data and draw conclusions; utilize problem solving techniques; establish and maintain effective working relationships with others; and communicate effectively with others inside and outside the unit, including conveying technical information to non-Accountants.

This is a full time (1.0 time-base) benefits eligible, permanent (probationary) position. This position is designated non-exempt under FLSA and is eligible for overtime compensation. Standard SDSU work hours are Monday - Friday, 8:00 a.m. to 4:30 p.m., but may vary based on operational needs.
Education and Experience
Equivalent to a bachelor's degree with a major in accounting, business administration, finance or a closely related field, or a combination of education and experience which provides the required knowledge and abilities.
Ability to work in a complex working environment that requires a great deal of flexibility, efficiency, quick response time and prioritizing of tasks with multiple and conflicting deadlines.
Ability to work with a diverse campus and understand departmental needs.
General knowledge of the Governmental Accounting Standards Board (GASB).
Expertise with an integrated financial system such as Oracle eBusiness Suite.
Intermediate skill level in Microsoft Office and Hyperion Brio or similar data query tool.
Proficient with office products including e-mail and scheduling software such as Google Calendar.
Must be able to manage multiple demands and work with interruptions in a congenial manner.
Strong research and problem solving skills. Strong organizational and communication skills are strongly preferred.
Experience with Accounts Receivable billing is highly desired.
Comprehensive financial aid accounting experience and familiarity with Federal financial aid rules and regulations is highly desired.
Four years of progressively responsible governmental accounting experience, preferably in Higher Education.
Ability to manage a significant workload with multiple deliverables by prioritizing assignments.
Compensation and Benefits
Starting salary upon appointment is not expected to exceed $5,000 per month. CSU Classification Salary Range: $3,775 - $7,073 per month. Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department's fiscal resources.

The person holding this position is considered a mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
